AN ACT to repeal and re-enact, with amendments, Section 40 (n)
(3) of Article 10 of the Annotated Code of Maryland (1957 Edi-
tion and 1966 Supplement), title "Attorneys at Law and Attorneys
in Fact", subtitle "State's Attorney", to provide a change in the
salary of the assistant State's attorney for Howard County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40 (n) (3) of Article 10 of the Annotated Code of
Maryland (1957 Edition and 1966 Supplement), title "Attorneys at
Law and Attorneys in Fact", subtitle "State's Attorney", be and it is
hereby repealed and re-enacted, with amendments, to read as follows:
40.
(n) (3) The State's Attorney may appoint an assistant State's
attorney, to serve at the pleasure of the State's Attorney. The assist-
ant State's attorney's salary is [four thousand five hundred dollars
($4,500)] five thousand dollars ($5,000). He has the same legal
powers as the State's Attorney to represent the State before the
grand jury and at the trial of criminal proceedings.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

AN ACT to repeal and re-enact, with amendments, Section 1E of
Article 43 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Health," subtitle "State Board of Health and
Mental Hygiene," creating the position of Deputy Commissioner
of Mental Hygiene, AND AUTHORIZING THE APPOINTMENT
OF A SUPERINTENDENT FOR THE HENRYTON STATE
HOSPITAL.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1E of Article 43 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Health," subtitle "State Board of
Health and Mental Hygiene," be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
1E.
The Governor shall, upon recommendation of the Board, appoint
a Commissioner of the State Department of Mental Hygiene, here-
after known as the Commissioner of Mental Hygiene, who shall be
an experienced psychiatrist, skilled in the administration of mental
hygiene, and who shall be certified in psychiatry by the American
