for the administration, staff and admissions requirements for said
institution.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 19C and 19D be and they are hereby added to
Article 59 of the Annotated Code of Maryland (1964 Replacement
Volume), title "Lunatics and Insane", subtitle "Department of
Mental Hygiene", to follow immediately after Section 19B thereof,
and to read as follows:

19C.

There shall be a center and hospital for psychiatric research to be
known as the Maryland Psychiatric Research Center. It will focus
on the prevention, causes and treatment of mental illness and allied
conditions with the powers and duties as provided in this article and
elsewhere in the laws of the State. Said center shall be established
in Catonsville, Maryland, on the grounds of Spring Grove State
Hospital.

19D.

(a)   The Maryland Psychiatric Research Center shall be within
the administrative control, supervision and direction of the Depart-
ment of Mental Hygiene.

(b)   The Commissioner of Mental Hygiene upon the approval of
the Board of Health and Mental Hygiene shall appoint a director of
said research who shall be subject to the provisions of the Merit
System law. The director shall be a well-qualified psychiatrist who
shall be experienced in the various aspects of psychiatric research.
In addition to functioning as the director of the Maryland Psychi-
atric Research Center, said director will function as the Director of
Research for the Department of Mental Hygiene.

The director shall receive such compensation as shall be provided
in the budget, shall be responsible to the Commissioner of Mental
Hygiene for the operation of the center in his charge, and shall
submit to the Department such reports, including medical and finan-
cial, as the Department of Mental Hygiene may request. It shall be
the duty of the director to inform the Department of Mental Hygiene
of the conditions in his center, and to order that such changes as
seem desirable for the welfare of the patients, who may be there for
special treatment, be put into effect, with the approval of the
Department of Mental Hygiene.

(c)  All other appointments of personnel at said center shall be
made by the director thereof under the provisions of the Merit
System law.

(d)  Patients shall be admitted to the Maryland Psychiatric Re-
search Center only as transfers from the State psychiatric hospitals
and State hospitals for the retarded.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.
