Board of Psychiatry and Neurology. Dr. Isadore Tuerk shall become
the Commissioner and shall serve in that capacity as long as he
performs his duties in a competent manner. The Commissioner of
Mental Hygiene shall receive such salary as may be provided in
the budget, and he shall continue in office until removed by the
Governor for incompetency or misconduct, under the provisions of
Section 15 of Article II of the Constitution. The Commissioner of
Mental Hygiene shall be responsible for discharging the functions
assigned by the Board of Health and Mental Hygiene to the State
Department of Mental Hygiene, and for the administration of that
Department.
The Commissioner of Mental Hygiene shall organize the Depart-
ment of Mental Hygiene as may be necessary to carry out the re-
sponsibilities and functions of the Department. The Commissioner
of Mental Hygiene shall have such assistants, employees and pro-
fessional consultants as may be provided in the budget.
The Commissioner of Mental Hygiene shall appoint, with the ap-
proval of the Board of Health and Mental Hygiene, a deputy com-
missioner of mental hygiene, a superintendent of Spring Grove State
Hospital, Springfield State Hospital, the Eastern Shore State Hos-
pital, Crownsville State Hospital, Rosewood State Hospital, [and]
the Clifton T. Perkins State Hospital, and Henry ton State Hospital,
as well as any additional hospitals which may come within his ad-
ministrative jurisdiction.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1967.

(Senate Bill 679)
AN ACT to repeal and re-enact, with amendments, Sections 1 (4)
and 2 of Chapter 516 of the Acts of 1966, to provide that the State
Youth Board continue in existence and report its conclusions and
recommendations to the General Assembly of 1968.
Whereas, The State Youth Board was created in 1966 to consider
and report on legislation for the prediction and prevention of juve-
nile delinquency; and
Whereas, During the past year the Board has met and considered
an extensive bibliography on the Glueck Social Prediction Table; and
Whereas, The Board feels it has more work to do before it can
make a report to the General Assembly; and
Whereas, The work of the Board has been carried on at no
expense to the State, through the generous contributions of the
Hoffberger family foundation and Mr. Abraham Kreiger; now,
therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1 (4) and 2 of Chapter 516 of the Acts of 1966, be and
