268. 267.

(a) There is hereby established a program of State scholarships
appointed by the members of the House of Delegates for students
enrolled in the University of Maryland.

(b) For the academic year 1967-68 and thereafter, a number of
students from each senatorial district of the State, equal to the num-

ber of Delegates which such
district may be entitled to elect to the
House of Delegates, shall be educated by the University free of
charge for tuition.

(c) Such scholarships shall be appointed one each by each member
of the House of Delegates for the respective district. The appoint-
ments may be made on any basis that may be selected by the respec-
tive members of the House of Delegates.

EACH MEMBER OF THE HOUSE OF DELEGATES MAY
APPOINT, DURING HIS TERM OF OFFICE, TWO STUDENTS
FROM HIS DISTRICT, SELECTED ON ANY BASIS, WHO
SHALL BE EDUCATED BY THE UNIVERSITY FREE OF
CHARGE FOR TUITION.

268A. 268.

Funds for the granting of all awards to be granted according to
provisions of this subtitle shall be placed in the budget from year to
year to be administered by the State Scholarship Board. Payments
for awards shall be made to the respective institutions by the State
Scholarship Board, (1) upon receipt from the respective appointing
authorities of certification of the appointments of qualified appli-
cants, to receive authorized and vacant awards, and (2) upon receipt
from the respective institutions of certification of the enrollment of
said appointed applicants.

Sec. 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of this
Act are hereby repealed to the extent of any such inconsistency.

Sec. 3. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other pro-
visions or any other application of this Act which can be given effect
without the invalid provisions or application, and to this end, all the
provisions of this Act are hereby declared to be severable.

Sec. 4. And be it further enacted, That this Act shall take effect
June 1, 1967.
THAT THIS ACT IS HEREBY DECLARED TO BE
AN EMERGENCY MEASURE AND NECESSARY FOR THE
IMMEDIATE PRESERVATION OF THE PUBLIC HEALTH AND
SAFETY AND HAVING BEEN PASSED BY A YEA AND NAY
VOTE SUPPORTED BY THREE-FIFTHS OF THE MEMBERS
ELECTED TO EACH OF THE TWO HOUSES OF THE GEN-
ERAL ASSEMBLY OF MARYLAND, THE SAME SHALL TAKE
EFFECT FROM THE DATE OF ITS PASSAGE.
