of age, and shall be barred from asserting the defense of dis-
ability of infancy in any action brought by or on behalf of the
State, or any agency thereof against the recipient of such benefits,
with respect thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 283B be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1965 Repl. Vol.), title "Public
Education", subtitle "Chapter 27. Free Scholarships", to follow im-
mediately after Section 283A thereof, and to read as follows:
283B. Disability of Infancy Removed for Recipient of Scholar-
ships, etc.
Any college student or other person, who is under twenty-one
years of age, and eligible for or receiving benefits from any State
scholarship, loan, tuition fee grant, remission of fixed charges, or
fellowship, under this Article, may for the purpose of obtaining
such benefits, execute notes, contracts or make such agreements as
may be necessary to obtain such benefits in the same manner and
with the same effect as though such person were twenty-one years
of age, and shall be barred from asserting the defense of disability
of infancy in any action brought by or on behalf of the State, or any
agency thereof against the recipient of such benefits, with respect
thereto.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 557
(Senate Bill 291)
AN ACT to waive for a further period of time the provisions of
Section 8 of Chapter 86 of the Acts of 1960, as previously succes-
sively waived by Chapter 110 of the Acts of 1962 and Chapter 134
of the Acts of 1964, said section relating to the time by which
projects contained in the General Construction Loan of 1960 must
be placed under contract, insofar as the provisions of said section
relate to an item contained in said Act for the University of Mary-
land for the acquisition of land for expansion of the Baltimore
campus and assisting the Mayor and City Council of Baltimore in
defraying the costs of redevelopment in the area in which any land
shall be acquired for such expansion, and for the acquisition of
other land and properties for the Baltimore campus (3rd step in
campus expansion); and to extend for two years, the period during
which the said item may be placed under contract.
Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 8 of Chapter 86 of the Acts of 1960,
as previously successively waived by Chapter 110 of the Acts of 1962
and Chapter 134 of the Acts of 1964, be and they are hereby waived
for a further period of time insofar as they impose a time for placing
