The term "urban area" as used herein means an area including and
adjacent to a municipality or other urban place having a population
of five thousand or more, as determined by the latest available
Federal census, within boundaries to be fixed by the State Roads
Commission.

(h-2) The State Roads Commission, with the approval of the
municipality or urban area as the case may be, and with the consent
of the Governor and under the provisions of Section 8 of Article 15A
may, in any fiscal year, transfer from the Construction Fund pre-
scribed in this Section to a "Municipality-Urban Area Highway Con-
struction Fund", which is hereby established, a sum equal to such
amount of Federal-aid Urban Highway Funds that may become avail-
able from the Bureau of Public Roads and that may be allocated by
the State Roads Commission to the several municipalities and urban
areas and that may subsequently be released by such municipalities
and urban areas to the State Roads Commission for use on the State
Highway System. Such Municipality-Urban Area Highway Construc-
tion Fund shall be subject to apportionment by the State Roads
Commission and matching construction funds shall be required of
each such municipality and urban area participating in such program.
Such Municipality-Urban Area Construction Fund and such match-
ing funds shall be expended only for highway construction and recon-
struction projects under such rules and regulations as the Commis-
sion shall determine.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1966.

CHAPTER 550
(Senate Bill 445)

AN ACT to repeal and re-enact, with amendments, Sections 211B,
211C and 211F of Article 89B of the Annotated Code of Maryland
(1964 Replacement Volume and 1965 Supplement) title "State
Roads", subtitle "State Highway Construction Bonds, Third Is-
sue", and to add new Section 211-0, to follow immediately after
Section 211-N of such Article and title, said new Section 211-0
being under the subtitle "Expenditure of Commission's Funds and
Programming and Scheduling of Highway Projects", increasing
from $300,000,000.00 to $360,000,000.00 the maximum amount of
State Highway Construction Bonds which may be outstanding at
any one time, and providing for the expenditure of the proceeds
of the additional bonds.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 211B, 211C and 211F of Article 89B of the Annotated
Code of Maryland (1964 Replacement Volume and 1965 Supplement)
title "State Roads", subtitle "State Highway Construction Bonds,
Third Issue" be and are hereby repealed and re-enacted, with amend-
ments and that new Section 211-0 to follow immediately after Sec-
tion 211-N of such Article under the subtitle "Expenditure of Com-
mission's Funds and Programming and Scheduling of Highway
Projects", be and is hereby enacted, all to read as follows:
