under his general supervision. The Director shall hire, SUBJECT
TO THE APPROVAL OF THE BOARD AND COUNTY COMMIS-
SIONERS, such additional personnel as are necessary to implement
the programs of the Board at salaries to be set by the Board and
approved by the County Commissioners.
(h) The Board shall submit to the County Commissioners an
annual report of its activities, together with recommendations for
further activities and development of the county park programs. It
shall also submit an annual budget, pursuant to the requirements of
law, itemizing the appropriations necessary for the performance of
its functions and duties.
(i) The County Commissioners, by and through the Board, may
join or cooperate with the Federal Government, the State of Mary-
land, with any municipality, or other governmental agency in pro-
viding, establishing, conducting, and maintaining a park program in
the County.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1966.

(Senate Bill 427)
AN ACT to add new subsection h-1 and h-2 to Section 32 of Article
89B of the Annotated Code of Maryland (1964 Replacement
Volume and 1965 Supplement) title "State Roads", subtitle "Dis-
tribution and Use of Special Funds", said new subsection to follow
immediately after subsection (g) of Section 32 of said Article,
authorizing the State Roads Commission to create a fund to be
known as the "Municipality-Urban Area Highway Construction
Fund" and from this authorizing the Commission to transfer cer-
tain funds to such accounts, under certain conditions, which funds
may be allocated to the several municipalities and urban areas for
highway construction or reconstruction purposes under certain
conditions.
Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection h-1 and h-2 be and are hereby added to Section
32 of Article 89B of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1965 Supplement), title "State Roads", subtitle
"Distribution and Use of Special Funds", said new subsection to
follow immediately after subsection (g) thereof, and to read as
follows:

(h-1) Definitions.
Municipality as used herein means any incorporated town, city or
village within the State of Maryland entitled to receive Federal-aid
Urban Funds.
