physical development of the County. All plans for park areas shall
be submitted to the Planning Commission for approval as to location,
character and extent of proposed acquisition.
AND SHALL THERE-
AFTER BE SUBJECT TO THE APPROVAL OF THE COUNTY
COMMISSIONERS WHO SHALL, BEFORE REACHING THEIR
DECISION, HOLD A PUBLIC HEARING, NOTICE OF WHICH
HAS APPEARED AT LEAST THREE TIMES IMMEDIATELY
PRIOR TO THE HEARING IN A NEWSPAPER PUBLISHED AT
LEAST WEEKLY IN HOWARD COUNTY. The Board is authorized
to supervise the expenditure of funds. It shall have the power to
appoint advisory committees or panels to assist in the exercise of
its powers and functions.

(d) The Board, with the approval of the County Commissioners, may
accept real and personal property of all kinds suitable for public parks.
The County Commissioners shall pay over to
DIRECT THE TREAS-
URER OF THE COUNTY TO DEPOSIT IN AN ACCOUNT TO
THE BENEFIT OF the Park Board the Park and Watershed Facili-
ties Fund to purchase land, construct improvements, and defray ex
-

penses for the maintenance of park areas under the control of the

Board and for the support of park programs. ALL FUNDS HELD
BY THE COUNTY FOR THE PURPOSE OF ACQUISITION OF
PARK LANDS, INCLUDING THOSE FUNDS WHICH WERE
ACQUIRED FROM THE SALE OF BONDS DESIGNATED FOR
SUCH PURPOSE OR FUNDS WHICH WERE DESIGNATED AS
THE PARK AND WATERSHED FACILITIES FUND. The acqui-
sition of property, with the approval of the County Commissioners,
AFTER APPROVAL OF PARK AREAS AS SET FORTH IN SUB-
SECTION (C) HEREIN, may be by purchase, condemnation, grant,
gift, bequest, devise, or lease of the fee or any lesser interest, devel-
opment right, easement, assignment, covenant or other contractual
right necessary for park programs. The Board, with the approval of
the County Commissioners, shall have the power to sell or in any
manner dispose of said park properties.

(e)  The Board, subject to budgetary policies and appropriations
of the County Commissioners, is authorized to develop, equip, operate,
maintain, and issue permits for the use of any facilities made avail-
able to the Board for park programs.

(f) The control of any land, buildings or other acceptable facili-
ties shall be in accord with agreements reached between the Board
and the person, corporation or agency having jurisdiction over such
properties. No power or authority conferred by this section shall be
construed to abridge or limit the power of the County Commissioners,
the Board of Education, or of any government agency, or of any
person or corporation, to refuse to permit or limit the use of any
ground, building or facility under their control, ownership or juris-
diction.

(g) The Board shall employ a Director of Parks who shall serve

at its pleasure and who shall be an ex officio member of the Board

at a salary to be determined by the Board, but such salary to be
subject to the approval of the County Commissioners. The Board
shall also appoint a legal counsel, who shall serve at its will, at a
salary to be determined by the Board, but such salary to be subject
to the approval of the County Commissioners. The Director shall be
a person with the capacity to initiate and maintain a park program
