CHAPTER 548
(Senate Bill 412)

AN ACT to add new Section 205 to the Code of Public Local Laws
of Howard County (1965 Edition, being Article 14 of the Code of
Public Local Laws of Maryland), title "Howard County", to imme-
diately precede Section 206 thereof, and to be under the new sub-
title "Parks", to create a Board of Parks for Howard County, to
provide for its members and the powers, duties, responsibilities
of the Board and the procedure for financing the operation of the
Board and compensation of its employees.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 205 be and it is hereby added to the Code of Public
Local Laws of Howard County (1965 Edition, being Article 14 of
the Code of Public Local Laws of Maryland), title "Howard County",
to immediately precede Section 206 thereof, and to be under the new
subtitle "Parks", and to read as follows :

205.

(a)   There is hereby created a Board of Parks for Howard County
with powers and duties hereinafter specified.

(b)   The Board shall consist of seven members, appointed by the
Governor of the State of Maryland and ratified by the Senate of
Maryland, except that in the event a State Senator does not reside
in Howard County, the County Commissioners or County Council, as
the case might be, shall be the appointing body. One member shall
be a member of the Board of Education, one shall be a member of
the Board of County Commissioners and one shall be a member of
the Planning Commission.

OFFICIO. All members of the Board, except the County Commis-
sioner member who shall serve for his elected term of office and
the Board of Education and the Planning Commission members
who shall serve for their appointed terms of office, shall be ap-
pointed for four years from the first day of May of the year of
their appointments or until their successors are appointed, except
that the respective terms of the four members first appointed shall
be one, two, three and four years respectively. Vacancies, except those
at the expiration of a term, shall be filled in the same manner as the
original appointments and for the unexpired term. All members of
the Board shall serve without compensation, but shall be entitled to
reimbursement for their expenses in the performance of their duties.

(c)   The Board shall annually select a chairman and a vice-chair-
man from its membership; and it shall also select a secretary and a
treasurer, who may or may not be members thereof. The Board may
require the treasurer to give bond in such amount as it may deter-
mine, and it is further authorized to adopt all necessary rules and
regulations for the conduct of its business and for the protection of
properties under its control. The Board shall hold such regular and
special meetings it may deem necessary. The Board is authorized
to determine all questions of general policy relating to parks and
open spaces in the County, insofar, as the policies do not conflict
with the adopted master, general or comprehensive plan for the
