(d) In the discretion of the Board, rules and regulations having
general legislative effect in part of the county may be added to
and published in any Code or supplement; and in that event, the
other provisions of this section apply to the rules and regulations.

Sec. 2. And be it further enacted, That the Board of County
Commissioners of Harford County shall arrange and contract for
the publication of the first Code so that it will be published and
available not later than June 1, 1968.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 63
(Senate Bill 352)

AN ACT to repeal and re-enact, with amendments, Sections 70 and
85 of the Code of Public Local Laws of Garrett County (1957
Edition, being Article 12 of the Code of Public Local Laws of
Maryland), title "Garrett County", subtitles "County Commis-
sioners" and "County Treasurer", respectively, Section 70, last
amended by Chapter 311 of the Acts of 1959; to amend the law
pertaining to office hours of the offices of County Commissioners
and the County Treasurer of Garrett County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 70 and 85 of the Code of Public Local Laws of Garrett
County (1957 Edition, being Article 12 of the Code of Public Local
Laws of Maryland), title "Garrett County", subtitles "County Com-
missioners" and "County Treasurer", respectively, Section 70 last
amended by Chapter 311 of the Acts of 1959; be and they are hereby
repealed and re-enacted, with amendments, to read as follows:

70.

The County Commissioners shall appoint a Clerk who shall hold
his office for two years from the date of his appointment and until
the qualification of his successor. He shall be subject to removal from
said office for inefficiency or for any willful neglect of duty or mis-
behavior in office, at any time, by said County Commissioners who
shall have power to appoint some competent person for the unex-
pired term of said Clerk so removed, and said County Commis-
sioners shall be the sole judge as to the inefficiency or willful neglect
of duty or misbehavior of said Clerk. Said Clerk, before entering
upon the duties of his office, shall give bond to the State of Mary-
land in the penalty of One Thousand Dollars ($1,000.00), to be
approved by the County Commissioners, conditioned for the faithful
performance of the duties of his office, which bond shall be recorded
in the office of the Clerk of the Circuit Court for Garrett County,
and shall take and subscribe, before one of the County Commis-
sioners, an oath that he will honestly and faithfully, to the best of
his skill and judgment, execute the duties of said office. The said
Clerk shall be in charge of the office of the County Commissioners,
