shall perform the duties pertaining to his office and such other duties
as may be prescribed by the County Commissioners or imposed by
law, and shall have full power to administer an oath or affirmation
to any and all persons who are to be examined as witnesses in any
matter before the County Commissioners, and touching or relating
to any account, bill or other matter to be filed in the office of said
County Commissioners. Said Clerk shall receive an annual salary not
to exceed Three Thousand Six Hundred Dollars ($3,600.00), payable
monthly. The office of the Clerk shall be kept open [from 9 A.M. until
noon, and from 1 P.M. until 4 P.M.] 40 hours each week [Monday
through Friday, 9 A.M. to 12 noon on Saturday,] and shall be closed
on Saturday, Sunday and on all legal holidays.

85.

The County Commissioners shall provide and furnish the Treas-
urer an office in the Court House Building, in the town of Oakland,
which office shall be plainly designated by external sign as the office
of the County Treasurer; and it shall be the duty of the Treasurer
to keep his said office open [from nine o'clock in the forenoon until
three o'clock in the afternoon,] 40 hours each week and to attend
therein for the transaction of business by person or by deputy, on
every day of the week, except Saturday, Sunday and legal holidays.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 64

(Senate Bill 358)

AN ACT to authorize and empower the County Commissioners for
Kent County, from time to time, to borrow not exceeding one mil-
lion, two hundred fifty thousand dollars ($1,250,000) in order to
finance the construction, acquisition, improvement or extension of
public schools in said County, as herein defined, and to effect such
borrowing by the issuance and sale to the highest bidder or bidders
at public sale of its general obligation, serial maturity coupon
bonds in like par amount; empowering said County to fix and de-
termine, by resolution, the form, tenor, interest rate or method of
arriving at the same, terms, including redemption and registra-
tion provisions, conditions, maturities and all other details incident
or necessary to the issuance, public sale and delivery of said bonds,
without reference to any other law heretofore enacted; prescribing
the method and manner of selling said bonds at public sale; em-
powering said County, subject to certain limitations, to sell said
bonds at, above or below the par value thereof; empowering and
directing said County to apply to the payment of principal and
interest of said bonds and said refunding bonds any funds received
from the State of Maryland and the United States of America,
which may be properly allocable to said purpose; empowering and
. directing said County to contract to levy and to levy, impose and
collect annually ad valorem taxes which, in addition to the State
and Federal allotments, if any, will provide funds sufficient for
