for preserving, depositing, bedding or sowing oysters or other shell-
fish, although such cove, creek or inlet may not be included in the
lines of any patent; and in all such cases such rights of the riparian
proprietor shall extend to the middle of such creek, cove or inlet.
Nothing in this subsection shall apply to or be applicable within the
limits of Somerset County.

In the case of any such creek, cove or inlet in the waters of St.
Mary's County, the riparian grounds of such creek, cove or inlet
shall be considered and treated as leased grounds for all of the pur-
poses of subsections (u) and (v) of this section, except that any
license issued under subsection (v) shall be issued only to the riparian
owner and for the purpose of dredging shellfish on his riparian
grounds.
IN THE CASE OF ANY SUCH CREEK, COVE OR
INLET IN THE WATERS OF DORCHESTER COUNTY, SHELL-
FISH MAY BE DREDGED FROM THE RIPARIAN GROUNDS
THEREOF BY THE RIPARIAN OWNER BY ANY MEANS.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay note supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 61
(Senate Bill 188)

AN ACT to add new Section 20A to Article 66B of the Annotated
Code of Maryland (1957 Edition), title "Zoning and Planning",
subtitle "Planning", subheading "Title 1—Municipal Planning
and Zoning Commission", to follow immediately after Section 20
thereof, to provide for a complete review and study of planning
and zoning in Harford County by the Planning and Zoning Com-
mission and Board of County Commissioners of Harford County to
be completed by June 1, 1968, and to be reviewed periodically there-
after at least every ten (10) years.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 20A be and it is hereby added to Article 66B of the
Annotated Code of Maryland (1957 Edition), title "Zoning and Plan-
ning", subtitle "Planning", subheading "Title 1—Municipal Planning
and Zoning Commission", to follow immediately after Section 20
thereof, and to read as follows:

20A.

The Planning and Zoning Commission of Harford County and the
Board of County Commissioners of Harford County shall jointly in-
stitute a complete study of all phases of planning and zoning in
Harford County, including current and proposed regulations con-
cerning planning and zoning, and shall develop a complete report
with conclusions and recommendations on or before June 1, 1968.
The Commission and Board shall also review this study at not more
