(Senate Bill 71)
AN ACT to repeal and re-enact, with amendments, Section 10 (b)
of Article 36 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Fees of Officers", subtitle "Attorneys"; and
to repeal and re-enact, with amendments, Section 5 (b) of Article
38 of said Code, title "Fines and Forfeitures", amending the laws
concerning certain payments for the court library of Harford
County, made from attorneys' fees and from fines and forfeitures,
in order to specify with greater particularity the uses of said
monies.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10 (b) of Article 36 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Fees of Officers", subtitle "At-
torneys", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

(b) In Harford County, the clerk of the Circuit Court for the
county shall deposit twenty per centum (20%) of all appearance
fees collected by him under the provisions of subsection (a) above
into a special account to be used for the general purposes of the court
library of the county, including the necessary expenses for books and
library equipment and the cost for the services of a librarian.
Sec. 2. And be it further enacted, That Section 5 (b) of Article
38 of said Code, title "Fines and Forfeitures", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

(b) In Harford County, in addition to the sums provided in sub-
section (a) the County Commissioners shall appropriate and pay
to the clerk of the Circuit Court the sum of one thousand five hundred
dollars ($1,500.00) and such additional sums as the Commissioners
shall determine for the support and maintenance of the court library,
including the necessary expenses for books and library equipment
and the cost for the services of a librarian, and said sum shall be
taken from the funds received from fines and costs levied and col-
lected by the trial magistrates in said county. This sum shall be
expended under the direction of the judge of the Circuit Court for
Harford County.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1966.
