Public Local Laws of Maryland), title "Harford County," subtitle
"County Commissioners," and to enact a new Section 202 in lieu
thereof, to stand in the place of the section so repealed, providing
for the election of five County Commissioners in Harford County
and for the establishment of five Commissioner Districts therein,
increasing the compensation of the members of the Board and pro-
viding generally for the membership, powers, duties, functions,
and operations of the Board of County Commissioners of Harford
County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 202 of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," be and it is hereby repealed, and that a new Section
202 be and it is hereby enacted in lieu thereof, to stand in the
place of the section so repealed, and to read as follows:

202.

(a)    Harford County is hereby divided into five districts to be
known as Commissioner Districts, separate and distinct from those
districts known as Election Districts. Commissioner District One
shall consist of the First Election District; Commissioner District
Two shall consist of Precincts one (Aberdeen) and three (Perry-
man) of the Second Election District; Commissioner District Three
shall consist of the Third Election District with the exception of
Precinct four (Harkins) thereof; Commissioner District Four shall
consist of the Fourth and Fifth Election Districts and of Precinct
four (Harkins) of the Third Election District; and Commissioner
District Five shall consist of the Sixth Election District and of
Precinct two (Hopewell) of the Second Election District. These
districts shall be subject to review and change, if necessary, by the
Maryland General Assembly after the publication of each decennial
Federal Census in order that they shall remain five contiguous dis-
tricts apportioned on a division of substantially equal population.

(b)     There shall be five County Commissioners of Harford County
who shall be voters and taxpayers of said County, and who shall
hold office for a term of four years and shall be eligible for re-
election. Of these five County Commissioners, one of said County
Commissioners shall be a resident of each of said five Commissioner
Districts for one year immediately preceding the General Election;
that is to say, one shall be a resident of the first Commissioner
District and the candidate residing in said District who receives
the largest number of votes of all other candidates residing in said
District shall be deemed nominated by his Party in the Primary Elec-
tion and elected in the General Election; and so forth for each of
the five Commissioner Districts; so that the Board of County Com-
missioners shall be composed always of a representative from each of
said Commissioner Districts. Each of these said Commissioners
shall be elected by the voters of the entire County.

(c)     They shall receive an annual salary of six thousand dollars
($6,000.00), with an additional annual salary of five hundred dollars
($500.00) for the Chairman of the Board, all payable monthly by
the Treasurer of said County and they are required to meet for the
transaction of public business at their office at Bel Air at least one
