CHAPTER 381
(House Bill 79)
AN ACT to repeal and re-enact, with amendments, Section 17 of
Article 78 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Public Service Commission Law," subtitle "Public
Service Commission," subheading "Personnel of Commission in
General," providing that the position of Taxicab License Hearing
Officer of the Public Service Commission shall not be included in
the Classified Service, or Merit System of this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 17 of Article 78 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Service Commission Law,"
subtitle "Public Service Commission," subheading "Personnel of
Commission in General," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
17.
All personnel of the Commission except the Commissioners, the
general counsel, [and] the people's counsel and the taxicab license
hearing officer, shall be subject to and included in the merit system
established under Article 64A of this Code.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 382
(House Bill 95)
AN ACT to add new Section 319A and 319B to Article 66C of the
Annotated Code of Maryland (1957 Edition), title "Natural Re-
sources," subtitle "Fish and Fisheries," to follow immediately
after Section 319 thereof and to be under the new subheading
"Spearfishing," to provide regulations for the sport of spearfishing
and specify which fish shall be taken in which places by the sport
and which cannot, to supply definitions for its subheading, and
relating generally to the practice of spearfishing in the State
of Maryland.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 319A and 319B be and the same are hereby added
to Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources", subtitle "Fish and Fisheries", to follow
immediately after Section 319 thereof and to be under the new sub-
heading "Spearfishing", and to read as follows:
319A.
Whenever used in this subheading, unless a counter intention
is evident from the context, the term "rough fish" shall include carp,
