The Commission may either affirm, deny or modify the recommen-
dation of the license hearing officer. The Commission shall not be
required to grant an additional hearing prior to its action on the
license hearing officer's recommendation but may in its discretion
hear additional testimony as may be necessary.
(d) In the event a taxicab driver's license shall be suspended or
revoked, the said licensee shall have the right of appeal in the same
manner as appeals may now be taken from other actions of the
Public Service Commission.
(e) Copies of charges against taxicab drivers and related de-
cision of the Taxicab License Hearing Officer and the Commission
will be furnished to the taxicab owner.
Sec. 2. And. be it further enacted, That this Act shall take effect
June 1, 1966.

(House Bill 78)
AN ACT to add new Section 9D to Article 64A of the Annotated
Code of Maryland (1964 Replacement Volume and 1965 Supple-
ment), title "Merit System," to follow immediately after Section
9C thereof, to provide that temporary inspectors in the Baltimore
City Taxicab Driver Licensing Program of the Public Service
Commission shall be included in the Classified Service of the State,
subject to completion of a probationary period.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 9D be and it is hereby added to Article 64A of the
Annotated Code of Maryland (1964 Replacement Volume and 1965
Supplement), title "Merit System," to follow immediately after
Section 9C thereof, and to read as follows:
9D.
On and after July 1, 1966, all temporary inspectors in the Balti-
more City Taxicab Driver Licensing Program,, of the Public Service
Commission, shall be included within the provisions of the Classified
Service and subject generally to all privileges and responsibilities
provided in this Article. All such employees shall be required to
serve a six (6) months' probationary period expiring on December
31, 1966.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.
