(3) The State's Attorney shall appoint eight assistant State's
attorneys; the salary of each of the assistant State's attorneys shall
be no less than [$6,500.00] ten thousand dollars ($10,000) annually,
to be paid in equal biweekly installments. The several assistant
State's attorneys shall perform such work as directed by the State's
Attorney, or as authorized by law.
(4) The State's Attorney may appoint such clerical and other
assistants as in his judgment may be necessary for the proper con-
duct of his office, at such compensation as he may deem proper, to be
paid by the county on the certification of the State's Attorney. Such
clerical and other assistants shall perform clerical and other work as
directed by the State's Attorney.
Sec. 2. And be it further enacted, That this Act shall take effect
January 1, 1967.

(House Bill 1147)
AN ACT to establish a study commission to study the feasibility and
desirability of a People's Court for Frederick County.
Whereas, The establishment of a People's Court has been found
a useful method for expediting and simplifying the administration of
justice, particularly as regards small claims and relatively minor
traffic and criminal offenses, in several counties of this State, and
Whereas, Frederick County, by reason of its increasing population
is commencing to be confronted by many of the problems of the
larger, suburban oriented counties, particularly as regards the ad-
ministration of justice, now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That a study commission to study the feasibility and desirability of
establishing a People's Court in Frederick County be and it is hereby
established.
A. The study commission shall consist of five members not more
than three of whom shall be members of the Frederick County Bar
Association, who shall serve without compensation. They shall be
nominated by the Frederick County Bar Association and approved by
the judges of the circuit court of the county.
B. The study commission shall prepare a report of its findings
and submit the same to the 1967 Session of the General Assembly.
C. The necessary expenses incurred by the study commission shall
be paid by the County Commissioners of Frederick County out of
the General Funds of the County.
