(3) The Commission, in its discretion, may, or upon written
request from the County Commissioners, Board of Education or any
County Agency, shall undertake, in accordance with accepted plan-
ning practices, planning studies of future and anticipated public
capital improvements in or for the County, and thereafter shall sub-
mit its conclusions and recommendations to those making the request
and to other interested parties.

(c) Unless this provision is specifically waived by the County
Commissioners, no funds of the County shall be expended for any
capital improvement until the written reports and recommendations
of this Commission on such improvement, has been submitted to the
County Commission.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 353
(House Bill 906)

AN ACT to repeal and re-enact, with amendments, Section 159 (e)
of Article 2B of the Annotated Code of Maryland (1965 Supple-
ment), title "Alcoholic Beverages," subtitle "County Liquor Control
Boards and Dispensaries," clarifying and correcting the law as to
the tenure of the members of the Liquor Board of Caroline County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 159 (e) of Article 2B of the Annotated Code of Mary-
land (1965 Supplement), title "Alcoholic Beverages," subtitle "County
Liquor Control Boards and Dispensaries," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

159.

(e) Members of the boards shall serve for a term of two years,
except that in Harford County the term shall be three years, in
Caroline County it shall be three years, and in Somerset County it
shall be four years and in Worcester County it shall be ten years.

Sec. 2. And be it further enacted, That it is the legislative intent
in the enactment, of this Act to clarify and correct the law as to
Caroline County, make the tenure of members of the Liquor Board
conform to the original intent of this law. Nothing in this Act shall
be construed or applied to affect or change the tenure of the members
of the Board from Caroline County, who are in office on the effective
date of this Act, for the remainder of the terms for which they have
been respectively appointed.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1966.
