Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 2-23A be and it is hereby added to the Montgomery
County Code (1960), title "Montgomery County," subtitle "Admin-
istration," to follow immediately after Section 2-23 thereof, and to
read as follows:
2-23 A.
The Montgomery County Historical Society shall submit annually
to the County Council an audit of the receipts and expenditures from
whatever source of the Society, in such form as the County Council
may designate.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

AN ACT to repeal Sections 31(b) and (c) of the Code of Public
Local Laws of Carroll County (1965 Edition, being Article 7 of the
Code of Public Local Laws of Maryland), title "Carroll County,"
subtitle "County Commissioners," and to enact new Sections 31 (b)
and (c) in lieu thereof, to stand in the place of the sections so
repealed, to change the powers and duties of the Capital Improve-
ments Commission of Carroll County and to require receipt of the
Commission's written report before the County expends any funds
for capital improvements.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 31(b) and (c) of the Code of Public Local Laws of
Carroll County (1965 Edition, being Article 7 of the Code of Public
Local Laws of Maryland), title "Carroll County," subtitle "County
Commissioners," be and they are hereby repealed, and that new Sec-
tions 31 (b) and (c) be, and they are hereby enacted in lieu thereof,
to stand in the place of the Sections so repealed, and to read as
follows:
31.
(b) The Commission shall have the following powers and duties:
(1) The Commission from time to time, shall make a full and
detailed study of the general location in the County, the proposed
building sites, the types of construction, the plans and specifications,
and the costs of construction of all capital improvement projects and
programs in or for Carroll County which the public funds of Carroll
County are to be expended.
(2) The Commission shall make its studies and submit its reports
and recommendations in writing to the County Commissioners within
thirty (30) days after request therefor. Copies of reports and recom-
mendations for any public school or community college project shall
also be submitted to the Board of Education of the County.
