(d) (E) For those capital improvement projects at Friendship
International Airport which are approved by the Director of State
Planning, the Governor shall MAY include in the annual State Budget
a sum PROVIDE STATE FUNDS sufficient to pay to the Mayor and
City Council of Baltimore on behalf of Friendship Airport one-half
of the estimated costs of the projects to the Mayor and City Council
of Baltimore, computed as in this section provided.
(e) (F) If the Director of State Planning and the Governor of
Maryland determine in their judgment that Friendship International
Airport needs no further capital improvements or that it has become
fully self supporting in financing its capital improvements program
the Governor shall recommend to the General Assembly the repeal or
modification of this section SUFFICIENTLY SELF-SUPPORTING
TO PAY NOT ONLY ITS OPERATING COSTS BUT ALSO TO
FINANCE ITS CAPITAL IMPROVEMENTS PROGRAMS OUT OF
ITS REVENUES, FURTHER CAPITAL IMPROVEMENTS FI-
NANCING BY THE STATE SHALL BE TERMINATED AND
THE GOVERNOR SHALL RECOMMEND TO THE GENERAL
ASSEMBLY THE REPEAL OR MODIFICATION OF THIS SEC-
TION.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 318
(House Bill 12)
AN ACT to repeal and re-enact, with amendments, Section 182A(c)
of Article 77 of the Annotated Code of Maryland (1965 Supple-
ment), title "Public Education," subtitle "Chapter 16. Public
Libraries," to increase the amount to be paid in per capita expendi-
tures in the county-State cooperative program to meet current
expenses of county public libraries., AND TO PROVIDE FOR A
TWO-YEAR OPTIONAL PERIOD FOR THE INCREASE TO
BECOME EFFECTIVE.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 182A(c) of Article 77 of the Annotated Code of Mary-
land (1965 Supplement), title "Public Education," subtitle "Chapter
16. Public Libraries," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
182A.
(c) For each county which elects to participate in the cooperative
program, there shall be provided annually for the purposes of the
minimum program for current expenditures of libraries from local
and State funds, an amount for each resident of the county which
is not less than one dollar and [twenty] eighty cents [($1.20)]
($1.80). The State shall share in an expenditure of [($1.20)] ($1.80)
