Friendship International Airport
38.
(a) Because of the role of Friendship International Airport as
the airport for the entire State of Maryland and the high desirability
of making constant improvements and refinements in the service and
facilities of Friendship International Airport, it is the policy of the
State of Maryland to make annual grants of funds to and for the use
of the Mayor and City Council of Baltimore on behalf of Friendship
Airport for the capital improvements program of the airport.
(b) Upon the invitation of the Airport Board of the Mayor and
City Council of Baltimore, the Director of State Planning shall attend
those meetings of the Airport Board at which there are discussions
and recommendations concerning the capital improvements program
for Friendship International Airport.
(B) THE DIRECTOR OF STATE PLANNING, OR HIS DE-
SIGNEE, SHALL BE INVITED TO ATTEND ALL OFFICIAL
MEETINGS OF THE AIRPORT BOARD OF THE MAYOR AND
CITY COUNCIL OF BALTIMORE IN ORDER TO BECOME
FAMILIAR WITH THE OPERATIONAL BACKGROUND OF
FRIENDSHIP INTERNATIONAL AIRPORT AFFECTING ITS
PROPOSED CAPITAL IMPROVEMENTS PROGRAM.
(C) THE AIRPORT BOARD OF BALTIMORE SHALL SUB-
MIT ANY PROPOSED CAPITAL IMPROVEMENTS PROGRAM
FOR FRIENDSHIP INTERNATIONAL AIRPORT ON WHICH
STATE FINANCIAL PARTICIPATION IS SOUGHT, AS HERE-
INAFTER DETAILED, TO THE STATE PLANNING DEPART-
MENT NOT LATER THAN JULY 1ST OF EACH YEAR IN
WHICH SUCH CAPITAL IMPROVEMENTS PROJECT IS PRO-
POSED.
(c) (D) Sixty days prior to every regular session of the General
Assembly of Maryland, the Director of State Planning shall report
to the Governor and to the General Assembly concerning proposals
by the Airport Board of the Mayor and City Council of Baltimore for
the capital improvement program for Friendship International Air-
port. In this report the Director of State Planning shall list the
several proposals for capital improvements together with an estimate
of cost therefor, any contributions or payments thereto THEREFOR
by the Federal government or from any other source, and the remain-
ing portion of the cost to the Mayor and City Council of Baltimore. In
the report also the Director of State Planning shall include his recom-
mendation as to each item in the proposed capital improvement
program for Friendship International Airport and as to whether or
not the State of Maryland, as in this section provided, should defray
a portion of the cost of any, or all, of the proposed capital improvement
projects for the coming year.
In this report also the Director of State Planning shall determine
the amount of money necessary for the payment of the State of
Maryland of one-half of the cost of these capital improvement proj-
ects to the Mayor and City Council of Baltimore, after first deducting
any contributions or payments made thereto THEREFOR by the
Federal government or from any other source.
