TION OF USED VEHICLES, to change requirements for regis-
tration and titling of used vehicles for which an inspection cer-
tificate is required, and to provide for registration and titling of
vehicles temporarily purchased and located in another State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 429, (d), 431, 429 (D) AND (G), 431, 432 (A), 433,
and 434 (a) of Article 66½ of the Annotated Code of Maryland
(1965 Supplement), title "Motor Vehicles", subtitle "Safety Stand-
ards for Motor Vehicles", be and they are hereby repealed and re-en-
acted, with amendments; and that Section 434 (b) of the said
Article and subtitle of the Code be and it is hereby repealed and
new Sections 434 (b) and (c) be and they are hereby enacted in lieu
thereof, to stand in the place of the Section 434 (b) so repealed; and
all to read as follows:

429.

(d) "Approved facility" means a registered dealer or a motor
vehicle garage, repair shop or gasoline service station which has
been issued a license by the Division pursuant to Section 430 of this
article.

(G) "CERTIFICATE" MEANS A WRITTEN CERTIFICATION
BY AN APPROVED FACILITY, SIGNED AND DATED ON ITS
BEHALF BY AN AUTHORIZED PERSON ACTUALLY MAKING
AN INSPECTION, THAT ON THE DATE THEREOF A SPECI-
FIED MOTOR VEHICLE MEETS OR EXCEEDS THE STAND-
ARDS FOR EQUIPMENT AND MECHANISMS PRESCRIBED
UNDER THIS SUBTITLE.

Every motor vehicle operated on the highways of the State shall
be equipped with brakes, steering, horn, door handles, tires, exhaust
system, lights, glass, windshield wipers, bumpers and proper wheel
alignment, gas tank and fenders, AND GAS TANK meeting the
standards therefor as fixed and determined by the Department. The
Department is authorized to promulgate such standards by means of
rules and regulations.

432.

(A) WHENEVER ANY MEMBER OF THE STATE POLICE
OR ANY OFFICER OF A COUNTY DEPARTMENT, OR ANY OF-
FICER OF A POLICE DEPARTMENT OF A CITY WITH A POP-
ULATION IN EXCESS OF 5,000 PERSONS, SHALL OBSERVE
THAT A MOTOR VEHICLE REGISTERED IN MARYLAND
IS BEING OPERATED WITH EQUIPMENT ANR AND MECH-
ANISMS WHICH APPARENTLY DO NOT MEET THE STAND-
ARDS THEREFOR AS PROMULGATED BY THE DEPART-
MENT, HE SHALL STOP THE OPERATOR OF THE VEHICLE
AND ISSUE TO HIM A WARNING OF DEFECTIVE EQUIP-
MENT AND MECHANISMS. THE WARNING DIRECTS THE
OWNER OF THE VEHICLE TO HAVE THE EQUIPMENT AND
MECHANISMS WHICH ARE INDICATED ON THE WARNING
AS APPARENTLY DEFECTIVE CORRECTED AT A PLACE OF
