UPON WHICH THE BUILDING IS SITUATED IN WHICH THE
LICENSEE WOULD OPERATE IS CLASSIFIED IN THE LEAST
RESTRICTIVE COMMERCIAL ZONE UNDER THE APPLI-
CABLE ZONING ORDINANCE AND IS ADJACENT AND/OR
CONTIGUOUS TO OTHER LAND WHICH IS SIMILARLY CLAS-
SIFIED UNDER SAID ZONING ORDINANCE. NOTHING IN
THIS SECTION SHALL APPLY TO OR AFFECT OR PROHIBIT,
IN ANY MANNER, THE RENEWAL OR TRANSFER OF ANY
LICENSE OF ANY ESTABLISHMENT WHERE SUBSEQUENT
TO THE ORIGINAL GRANTING OF SAID LICENSE A SCHOOL,
CHURCH, OTHER PLACE OF WORSHIP, PUBLIC LIBRARY OR
YOUTH CENTER WAS ERECTED WITHIN SEVEN HUNDRED
AND FIFTY FEET OF SAID ESTABLISHMENT, OR WHERE
THE SAID LICENSE IS IN EFFECT FOR SAID ESTABLISH-
MENT ON JUNE 1, 1965.

SEC. 2. AND BE IT FURTHER ENACTED. THAT IF ANY
PROVISIONS OF THIS ACT OR THE APPLICATION THEREOF
TO ANY PERSON OR CIRCUMSTANCE IS HELD INVALID
FOR ANY REASON, SUCH INVALIDITY SHALL NOT AFFECT
THE OTHER PROVISIONS, OR ANY OTHER APPLICATION OF
THIS ACT WHICH CAN BE GIVEN EFFECT WITHOUT THE
INVALID PROVISIONS OR APPLICATION, AND TO THIS
END, ALL THE PROVISIONS OF THIS ACT ARE HEREBY
DECLARED TO BE SEVERABLE.

Sec. 2n 3. And be it further enacted. That this Act shall take effect
June 1, 1966. IS HEREBY DECLARED TO BE AN EMERGENCY
MEASURE AND NECESSARY FOR THE IMMEDIATE PRES-
ERVATION OF THE PUBLIC HEALTH AND SAFETY, AND
HAVING BEEN PASSED BY A YEA AND NAY VOTE SUP-
PORTED BY THREE-FIFTHS OF THE MEMBERS ELECTED
TO EACH OF THE TWO HOUSES OF THE GENERAL ASSEM-
BLY, THE SAME SHALL TAKE EFFECT FROM THE DATE OF
ITS PASSAGE.

CHAPTER 284
(Senate Bill 321)

AN ACT to repeal and re-enact, with amendments, Sections 429, (d),
431, 429 (D) AND (G), 431, 432 (A), 433 and 434 (a) of Article
66½ of the Annotated Code of Maryland (1965 Supplement), title
"Motor Vehicles", subtitle "Safety Standards for Motor Vehicles";
to repeal Section 434 (b) of the said Article and subtitle of the
Code, and to enact new Sections 434 (b) and (c) in lieu thereof,
to stand in the place of the Section 434 (b) so repealed; to amend
the safety standards law for motor vehicles in order to change
definitions of terms thereunder, the definition of the equipment
or mechanisms required to meet standards, TO CHANGE RE-
QUIREMENTS FOR CORRECTION OF DEFECTIVE EQUIP-
MENT AND MECHANISMS OF VEHICLES, to provide desig-
nated exceptions from the law, REQUIREMENTS OF INSPEC-
