until the applicant shall have delivered unto the Howard County
Metropolitan Commission, a certified check to cover the total cost
of the installation, construction, engineering and supervision thereof,
all of which shall be in accordance with Section [141] 184 of said
Article 14. Said installation shall be subject to the provisions herein
and also subject to all rules and regulations of the Howard County
Metropolitan Commission. The County is hereby granted the power
to enforce such bond by all appropriate legal and equitable remedies.
The Planning Commission may accept a cash payment from the
developer or contractor in lieu of the actual construction and in-
stallation of all or any part of such improvements or utilities, not
including public water and sewerage facilities, which cash payment
shall thereafter be used by the county, from time to time, only for
the construction of such improvements or utilities.

[c] (d) Before any regulations shall be submitted to the Board
of County Commissioners of Howard County for adoption, a public
hearing shall be held thereon and all such regulations, or, if in the
opinion of the Planning Commission it is best, a brief synopsis of
such regulations, sufficient to inform a person of ordinary intelli-
gence of the nature and contents of such regulations, together with
the time and place of such public hearing, shall be published once or
more, if the Planning Commission deems best, in a weekly news-
paper published and in general circulation in Howard County. When
such regulations are adopted by said Board of County Commissioners,
a copy thereof shall be certified by said Commission to the Clerk of
the Circuit Court for Howard County, for record.

[d] (e) The Planning Commission may at its discretion relax
the minimum requirements of the Subdivision Regulations upon
presentation of a petition substantiating the desirability of such
action, to the extent deemed just and proper in order to grant relief
and at the same time protect the public interest.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

(Senate Bill 424)

AN ACT to repeal and re-enact, with amendments, Section 165C (c)
of Article 77 of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Public Education", subtitle "Chapter 13.
State Colleges", to increase the maximum amount of bonds author-
ized to be issued thereunder.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 165C (c) of Article 77 of the Annotated Code of Mary-
land (1965 Replacement Volume), title "Public Education", subtitle
"Chapter 13. State Colleges", be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:
