ALLY PREPARE A BUDGET REQUEST TO PROVIDE THE
FUNDS AND POSITIONS REQUIRED TO FULFILL THIS RE-
SPONSIBILITY.

(D)     SUBJECT TO THE PROVISIONS OF SUBSECTION (C)
ABOVE, THE MARYLAND EDUCATIONAL—CULTURAL
TELEVISION COMMISSION SHALL HAVE FULL RESPONSI-
BILITY FOR AND CONTROL OVER THE PREPARATION, CON-
TENT AND PROGRAMMING OF ALL PROGRAMS FOR THE
GENERAL PUBLIC.

(E)    THE FACILITIES SHALL NOT BE USED FOR AND
THE PROGRAMS SHALL NOT BE DEVOTED TO A PRESEN-
TATION OF BIASED OR ONE-SIDED ASPECTS OF PARTISAN
POLITICS, OR TO ADVOCATING OR OPPOSING ANY PRESENT
OR PROSPECTIVE POLITICAL CANDIDACY, OR TO ADVO-
CATING OR OPPOSING ANY LEGISLATION CURRENTLY
BEING CONSIDERED OR PREPARED. THE FACILITY MUST
BE USED IN COMPLIANCE WITH THE RULES AND REGULA-
TIONS OF THE FEDERAL COMMUNICATIONS COMMISSION.

(F)      THE MARYLAND EDUCATIONAL—CULTURAL COM-
MISSION MAY RECEIVE AND EXPEND FOR THE PURPOSES
OF THIS SUBTITLE SUCH GRANTS AND GIFTS AS MAY BE
BUDGETED AND PROVIDED FOR IT.

(G)    FOR THE FISCAL YEAR 1966-67, ANY PORTION OF
THE FUNDS AND POSITIONS PROVIDED FOR THE PUR-
POSES SET FORTH IN THIS SECTION IN THE BUDGET OF
THE STATE DEPARTMENT OF EDUCATION, AND WHICH
ARE REQUIRED FOR THE MARYLAND EDUCATIONAL-
CULTURAL TELEVISION COMMISSION TO FULFILL ITS RE-
SPONSIBILITIES, SHALL BE TRANSFERRED TO THE COM-
MISSION AT THE DISCRETION OF THE BOARD OF PUBLIC
WORKS.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1966.

and 578 of said title and subtitle, as last amended, respectively by
Chapter 742 of the Acts of 1957, Chapter 273 of the Acts of 1951,
Chapter 189 of the Acts of 1961, Chapter 452 of the Acts of 1965,
Chapter 451 of the Acts of 1965, Chapter 267 of the Acts of 1957,
