(A)    THE MARYLAND EDUCATIONAL—CULTURAL TELE-
VISION COMMISSION IS CREATED TO DEVELOP, OPERATE
AND MAINTAIN A SYSTEM OF STATE, REGIONAL AND LO-
CAL FACILITIES TO PROVIDE EDUCATIONAL AND CUL-
TURAL TELEVISION PROGRAMMING IN THE STATE. THE
COMMISSION SHALL ANNUALLY PREPARE A BUDGET RE-
QUEST TO PROVIDE FUNDS REQUIRED TO PROPERLY PER-
FORM THESE FUNCTIONS AND SHALL EMPLOY SUCH PER-
SONNEL AS MAY BE REQUIRED TO FULFILL THE RESPON-
SIBILITIES OF THE COMMISSION AND TO COORDINATE ALL
FUNCTIONS OF THE TELEVISION SYSTEM.

(B)     (1) THE MARYLAND EDUCATIONAL—CULTURAL
TELEVISION COMMISSION SHALL CONSIST OF ELEVEN (11)
MEMBERS TO BE APPOINTED BY THE GOVERNOR. FROM
TIME TO TIME THE GOVERNOR SHALL DESIGNATE ONE
PERSON TO BE CHAIRMAN AND ANOTHER TO BE VICE-
CHAIRMAN OF THE COMMISSION.

(2)  OF THE PERSONS FIRST APPOINTED TO THE COMMIS-
SION, THREE SHALL BE APPOINTED FOR TERMS OF FIVE
YEARS; THREE, FOR FOUR YEARS; THREE, FOR THREE
YEARS; AND TWO, FOR TWO YEARS. AS THESE INITIAL
APPOINTMENTS EXPIRE ALL APPOINTMENTS SHALL BE
FOR TERMS OF FIVE YEARS. A MEMBER WHOSE TERM IS
EXPIRING MAY BE REAPPOINTED TO ANOTHER TERM.
VACANCIES SHALL BE FILLED FROM TIME TO TIME FOR
THE REMAINDER OF THE TERM LEFT VACANT.

(3)    THE MEMBERS OF THE COMMISSION SHALL BE
CHOSEN FROM RESIDENTS OF MARYLAND AND SHALL BE
BROADLY REPRESENTATIVE OF THE STATE AS A WHOLE,
AND SHALL INCLUDE PERSONS ESPECIALLY SKILLED IN
SUCH FIELDS AS PUBLIC OR PRIVATE EDUCATION, LIBRA-
RIES, ART, MUSIC, DRAMA, HIGHER EDUCATION, THE TELE-
VISION AND RADIO INDUSTRIES, OR OTHER CATEGORIES
CHOSEN BY THE GOVERNOR TO BRING SPECIAL COMPE-
TENCE TO THE COMMISSION'S MEMBERSHIP. OF THOSE
APPOINTED TO THE COMMISSION, ONE MEMBER SHALL BE
THE STATE SUPERINTENDENT OF SCHOOLS AND TWO
OTHER MEMBERS SHALL BE DESIGNATED BY THE STATE
BOARD OF EDUCATION.

(4)    THE MEMBERS OF THE COMMISSION SHALL NOT
RECEIVE COMPENSATION FOR THEIR MEMBERSHIP ON
THE COMMISSION BUT THEY MAY BE REIMBURSED FOR
NECESSARY AND PROPER EXPENSES INCURRED IN THEIR
ATTENDANCE AT MEETINGS AND IN THE DISCHARGE OF
THEIR DUTIES AS MEMBERS OF THE COMMISSION.

(C)    THE STATE BOARD OF EDUCATION SHALL HAVE
THE SOLE RESPONSIBILITY FOR AND CONTROL OVER THE
PREPARATION, CONTENT AND PROGRAMMING OF ALL ED-
UCATIONAL PROGRAMS USED TO SUPPLEMENT PRIMARY,
SECONDARY AND ADULT EDUCATION CURRICULA IN THE
PUBLIC SCHOOLS OF THIS STATE AND SHALL HAVE PRIOR-
ITY AS TO SCHEDULING OF PROGRAMS DURING SCHOOL
HOURS. THE STATE BOARD OF EDUCATION SHALL ANNU-
