county, provided, however, that in Dorchester and Somerset counties
each member of the board of education shall receive annually the
sum of two hundred dollars for such traveling and other expenses.
In Charles County, each member of the County Board of Education
shall receive compensation at the rate of six hundred dollars an-
nually, and in Allegany County each member of the Board of Edu-
cation shall receive not more than two hundred dollars annually
for such traveling and other expenses. In St. Mary's County each
member of the Board of Education shall receive the sum of $200.00
annually for such traveling and other expenses. In Frederick County
and Worcester County each member of the Board of Education shall
receive the sum of $500.00 annually for such traveling and other
expenses. In [Worcester and] Queen Anne's [counties] County
each member of the Board of Education shall receive the sum of
$250.00 annually for such traveling and other expenses. In Wicomico
and Garrett counties each member of the Board of Education shall
receive the sum of $200.00 annually for such traveling and other
expenses. In Washington County each such member of the Board of
Education shall receive the sum of $300.00 annually for such travel-
ing and other expenses. In Howard County each member of the
Board of Education shall receive the sum of $400.00 annually for
such traveling and other expenses.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 125
(Senate Bill 12)

AN ACT to add a new Section 1-J to Article 43 of the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title
"Health," subtitle "State Board of Health and Mental Hygiene,"
to follow immediately after Section 1-I thereof and to be under the
new subtitle "Maryland Community Mental Health Services Act,"
to authorize the establishment of local mental health programs and
local boards COMMITTEES, to empower the State Commissioner
of Mental Hygiene to make State grants-in-aid for the purposes of
this Act, to provide how local mental health advisory boards COM-
MITTEES are to be established and their functions, providing
special duties for the State Commissioner of Mental Hygiene as
the supervisor and administrative head of this program, and de-
fining the responsibilities and duties of the local health officer with
regard to said program, and relating generally to community
mental health services in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
that new Section 1-J be and it is hereby added to Article 43 of the
Annotated Code of Maryland (1957 Edition and 1965 Supplement),
