to follow immediately after Section 1-I thereof and to be under the
new subtitle "Maryland Community Mental Health Services Act,"
and to read as follows:

(a) There may be appropriated for purposes of this subtitle such
sums as necessary from time to time for carrying out the powers and
duties contained herein.
(b) The Commissioner of Mental Hygiene, with the approval of
the Board of Health and Mental Hygiene, may make grants from
State and Federal funds to assist OR ENTER INTO AGREEMENTS
FOR THE USE OF SUCH FUNDS, ON A MATCHING OR NON-
MATCHING BASIS, TO ASSIST PUBLIC OR NON-PROFIT OR-
GANIZATIONS in the establishment and operation of local
mental health programs to provide (1) in-patient services, (2)
out-patient services, (3) partial care services (day care and/or
night care services), (4) twenty-four hour emergency services, (5)
consultation and education services and (6) other forms of preven-
tive, treatment, or rehabilitation services. Existing services as well
as recommended new services shall be rendered by governmental
agencies or by non-profit organizations by contract. Research and
training designed to improve and extend the foregoing services shall
be proper items of expenditure in connection therewith.
(c) The governing bodies of each county and Baltimore City
may establish an advisory community mental health board. Member-
ship should include; where applicable, representation of the local
Welfare and Education agencies, the regional mental hospitals, Com-
munity Mental Health Centers, local medical societies, the legal
profession, and two or more persons representing the community at
large. The local health officer shall be an ex-officio member of the
advisory community mental health board. Total membership shall
not exceed 15 persons. The community mental health board may
appoint subcommittees with additional participants as needed. Two
or more counties by agreement of the governing bodies concerned
and upon the consent of the Commissioner of Mental Hygiene with
the approval of the State Board of Health and Mental Hygiene, may
establish a community mental health program under an inter-county
advisory board, if the population of one of the counties is too small to
warrant establishment of an independent program.
(C) THE GOVERNING BODY OF EACH COUNTY AND OF
BALTIMORE CITY, MAY ESTABLISH A MENTAL HEALTH
ADVISORY COMMITTEE AND APPOINT THE MEMBERS
THERETO. MEMBERSHIP SHALL CONSIST OF ONE REPRE-
SENTATIVE EACH FROM THE LOCAL GOVERNING BODY,
The term of office of each member of the advisory community
mental health board shall be for four years measured from the first
day of the year of appointment, except that of the members first
appointed, two shall be appointed for a term of two years, two for a
term of three years, and two for a term of four years. Vacancies
shall be filled the unexpired term in the same manner as original
appointments.
