this Bill would establish a very bad precedent. The Director urges
that the Bill be vetoed.

House Bill No. 1098—State Plumbing Board*

AN ACT to repeal and re-enact, with amendments, Section 329
of Article 43 of the Annotated Code of Maryland (1965 Replacement
Volume), title "Health," subtitle "Plumbing," and to add new Sec-
tion 333A to said Article, title, and subtitle, to follow immediately
after Section 333 thereof, relating generally to plumbing work and
the licensing thereof, officers and procedures of the State Board of
Commissioners of Practical Plumbing, providing for a maintenance
master plumber's license, requiring such a
license for the performance
of plumbing repair, service, or maintenance work, relating to fees

charged by the Board and the issuance of licenses on a reciprocal
basis.

House Bill No. 1103—Hearings before Interracial Commission

AN ACT to repeal and re-enact, with amendments, Section 14 (a)
of Article 49B of the Annotated Code of Maryland (1965 Supple-
ment), title "Interracial Commission," subtitle "Enforcement Pow-
ers of Commission," to provide that the Interracial Commission
must give the respondent 60 30 days' notice before a hearing in a
public accommodations case, and also must inform him of his right
to be tried by a court.

Dear Mr. Speaker:

In accordance with the provisions of Article 2, Section 17 of
the Maryland Constitution, I have today vetoed House Bill 1103.

This Bill provides that the Interracial Commission must give
the respondent thirty days notice before a hearing in a public ac-
commodations case, and must inform the respondent that he has the
election to have the complaint submitted directly to the court.
