The Chairman of the Maryland Commission on Interracial Prob-
lems and Relations has advised me that this Bill would place an ex-
treme burden on all State Attorneys Offices, as well as increase the
already overloaded docket of the courts of Maryland. It could mean
that a complaint would have to wait approximately two years for the
ease to reach a final termination compared to the present two weeks.
The Interracial Commission strongly urges that the Bill be vetoed.
For the reasons set forth above, I feel compelled to veto House
Bill 1103.

House Bill No. 1106—Identification Cards for Adults
AN ACT to add new Section 6 to Article 17 of the Annotated
Code of Maryland (1957 Edition and 1965 Supplement), title "Clerks
of Court," subtitle "General Duties of Clerks," to follow immediately
after Section 5 thereof; and to repeal and re-enact, with amend-
ments, Section 118(a) of Article 2B of said Code (1957 Edition),
title "Alcoholic Beverages," subtitle "Restrictions Upon Licensees,"
providing for the issuance of an identification card to the residents
of the State upon reaching his or her majority, prescribing its
form and contents, and further providing that its presentation be
required as a prerequisite to the purchase of alcoholic beverages in
this State.

Dear Mr. Speaker:
In accordance with the provisions of Article 2, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1106.
The Bill provides that the Clerks of the Circuit Courts of the
Counties and the Clerk of the Court of Common Pleas of Baltimore
City shall issue an identification card to the residents of the State
upon reaching his or her majority and prescribes its form and
contents.
Although the objectives of the Bill seem entirely worthy, the
Clerks of the Circuit Courts have advised me that at this time they
do not have the personnel and facilities to perform effectively the
additional duties which this Bill would impose upon their offices.
They further point out that the provisions of the Bill limit the
amount of the fee payable for issuance of the identification card to
$2.00 and that this sum is entirely inadequate to cover the costs to
their office in administering the duties imposed by the Bill.
