Resolved by the General Assembly of Maryland, That the Washing-
ton Suburban Sanitary Commission be and it is hereby directed RE-
QUESTED, as soon as reasonably possible after June 1, 1966, to
appropriate a reasonable sum, not to exceed $50,000, and the Chair-
man of the Montgomery and Prince George's Counties House Delega-
tions acting jointly shall employ a competent and impartial ENGAGE
A firm of management consultants to conduct a thorough and complete
study of the structure, efficiency, personnel, operational procedures,
administration, and financing procedures of the Washington Subur-
ban Sanitary Commission, and said consultant firm to give its recom-
mendations for improvements in the studied areas THE FIRM
TO BE ENGAGED BY THE COMMISSION SHALL BE THAT
FIRM RECOMMENDED BY A MAJORITY OF THE STATE
SENATORS FOR PRINCE GEORGE'S AND MONTGOMERY
COUNTIES AND THE CHAIRMEN OF THE PRINCE GEORGE'S
AND MONTGOMERY COUNTIES HOUSE DELEGATIONS FROM
A LIST SUBMITTED BY THE SAID COMMISSION. SUCH LIST
SHALL BE COMPOSED OF NOT LESS THAN THREE FIRMS
OF MANAGEMENT CONSULTANTS WHICH ARE INDEPEN-
DENT, COMPETENT, AND EXPERIENCED IN THE FIELDS
OF ENGINEERING, FINANCE, AND ADMINISTRATION, AND
SHALL BE COMPILED UPON A VOTE OF NOT LESS THAN
FIVE OF THE SIX MEMBERS OF THE SAID COMMISSION;
PROVIDED THAT THE WORD "FIRM" OR PHRASE "FIRMS
OF MANAGEMENT CONSULTANTS" MAY INCLUDE A BOARD
OR PANEL OF TWO OR THREE INDIVIDUAL, INDEPENDENT,
COMPETENT AND EXPERIENCED CONSULTANTS IN THE
FIELD OF ENGINEERING, FINANCING AND ADMINISTRA-
TION, AND PROVIDED, FURTHER, THAT IF A MAJORITY
OF THE STATE SENATORS AND CHAIRMEN OF THE DELE-
GATIONS DO NOT APPROVE THE UTILIZATION OF A FIRM
FROM THE FIRST LIST SUBMITTED BY THE COMMISSION,
THE COMMISSION SHALL PREPARE AND SUBMIT ADDI-
TIONAL LISTS UNTIL A FIRM IS APPROVED BY A MAJORITY
OF THE AFOREMENTIONED STATE SENATORS AND CHAIR-
MEN OF THE DELEGATIONS ACCORDING TO THE AFORE-
SAID PROVISIONS; and be it further
Resolved, That said commission is directed to report the results of
said study and the recommendations of said consultant firm for im-
provements in the studied areas to the members of the General
Assembly from Montgomery County, to the members of the General
Assembly from Prince George's County, to the State Senator from
Montgomery County, to the State Senator from Prince George's
County AND FROM PRINCE GEORGE'S COUNTY, to the Presi-
dent of the Montgomery County Council, and to the chairman of
the Prince George's County Commissioners, not later than Decem-
ber 1, 1966 PRESIDENT OF THE BOARD OF COUNTY COMMIS-
SIONERS FOR PRINCE GEORGE'S COUNTY, NOT LATER
THAN OCTOBER 1, 1967; and be it further
Resolved, That the Secretary of State be and he is hereby requested
to send a copy of this Resolution, under the Great Seal of the State
of Maryland, to the Washington Suburban Sanitary Commission, to
the State Senator from Montgomery County, to the State Senator
from Prince George's County, to the President of the Montgomery
County Council, and to the chairman of the Prince George's County
