1378                            JOINT RESOLUTIONS

of Congress that would provide Federal matching funds to support
the program on an equitable basis; and be it further

Resolved, That copies of this Resolution are sent to the Recreation
Advisory Council, the Bureau of Public Roads, the Chairman of the
Standing Committee on Public Works of the United States House of
Representatives, the State Roads Commission of Maryland, to Sena-
tors Brewster and Tydings, and Representatives Fallon, Friedel,
Garmatz, Long, Machen, Mathias, Morton and Sickles.

(Senate Joint Resolution 43)

Senate Joint Resolution directing CALLING UPON the Washing-
ton Suburban Sanitary Commission to appropriate from their ITS
RECEIPTS FROM ad valorem taxes a reasonable amount, not
to exceed $50,000, and further directing TO ENGAGE, IN THE
MANNER PROVIDED FOR HEREIN, WITH THE APPROVAL
OF THE STATE SENATORS FOR PRINCE GEORGE'S
COUNTY AND FOR MONTGOMERY COUNTY AND the Chair-
man MEN of the Montgomery and Prince George's Counties House
Delegations, acting jointly to employ a competent and impartial
firm of management consultants to conduct a thorough study of
the structure, efficiency, personnel, operational procedure, admin-
istration, and financing procedures of the Washington Suburban
Sanitary Commission, and to submit a report of the result of said
study to the Mongomory County Delegation to the General As-
sembly, to Prince George's County Delegation to the General
Assembly, to the State Senator from Montgomery County, to the

State Senator from Prince George's County, to the President of
the Montgomery County Council and to the chairman of the Prince
George's County Commissioners.
THE MEMBERS OF THE GEN-
ERAL ASSEMBLY FROM MONTGOMERY AND PRINCE
GEORGE'S COUNTIES, TO THE PRESIDENT OF THE MONT-
GOMERY COUNTY COUNCIL AND TO THE PRESIDENT OF
THE BOARD OF COUNTY COMMISSIONERS FOR PRINCE
GEORGE'S COUNTY.

Whereas, The administration and policy made by the Washington
Suburban Sanitary Commission has, by reason of the authority given
to said commission and by reason of its growth, a substantial effect
upon Montgomery County and Prince George's County and their
respective citizens; and

Whereas, It is recognized that in the growth of any large govern-
mental commission there is a periodic need for a thorough study and
review of said commission's structure, efficiency, personnel, opera-
tional procedures, administration, and financing procedures so that
maximum performance and standards can be retained; and

Whereas, Maximum performance and standards by the Washing-
ton Suburban Sanitary Commission will mean maximum benefits
to the respective citizens and counties which the decisions and policies
of said commission effect; now, therefore, be it
