I. MILLARD TAWES, Governor                       1375

Periodic Evaluation of Council Program to allow constructive
change for more effective and efficient policies and procedures in
career promotion.

Training Facilities and Programs for giving necessary in-service
and other training and instruction to recruit in the several health
services.

It is the sense of the members of the General Assembly of Mary-
land to encourage this new program and to give its support to the
State Department of Health in its current efforts to set it up;
now, therefore, be it

Resolved by the General Assembly of Maryland, That this body
gives enthusiastic sanction and support to the work of the State
Department of Health and of the other listed agencies and organiza-
tions in seeking to create a new Careers Council for developing per-
sonnel to staff the various public health services in this State.

(Senate Joint Resolution 41)

Senate Joint Resolution requesting the Governor WASHINGTON
COUNTY DELEGATION IN THE GENERAL ASSEMBLY OF
MARYLAND AND THE BOARD OF COUNTY COMMISSION-
ERS OF WASHINGTON COUNTY to appoint a lower court
evaluation commission for Washington County.

Whereas, the trial magistrate system now existing in Washington
County is a most important part of the judicial process in that county
as in other portions of the State.

Many citizens have their only contact with judicial processes in
cases that are brought before the trial magistrates' courts.

As the population of Washington County increases and as addi-
tional laws are enacted, the responsibility and the workload of the
trial magistrates' courts naturally increase.

For these reasons, it is vital that a comprehensive evaluation be
made of the functions and activities of the trial magistrates' courts
in Washington County.

This study could include consideration of possibly changing the
form and functions of the present courts including the possibility
of creating a new lower court system of the people's court type in
Washington County; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor
WASHINGTON COUNTY DELEGATION IN THE GEN-
ERAL ASSEMBLY OF MARYLAND AND THE BOARD OF
COUNTY COMMISSIONERS OF WASHINGTON COUNTY is re-
quested to appoint a commission to be known as the lower court
evaluation commission of Washington County; and be it further

Resolved, That the Governor is WASHINGTON COUNTY DELE-
GATION AND THE COUNTY COMMISSIONERS requested to
