appoint seven members to this commission, including one trial magis-
trate of Washington County, one member of the Washington County
Delegation in the General Assembly of Maryland, one County Com-
missioner of Washington County, one representative of the Bar
Association, one representative of Washington County Municipal
League, and two persons representing the public at large; and be it
further
Resolved, That the Governor is WASHINGTON COUNTY DELE-
GATION AND THE COUNTY COMMISSIONERS requested to
name ex-officio and non-voting members and consultants to the com-
mission, including judges of the circuit court of Washington County,
the State's Attorney of Washington County, the Sheriff, the com-
manding officer of the local detail of State Police, and the Chief of
the Hagerstown Police Department; and be it further
Resolved, That the commission, when appointed, is requested to
meet and organize promptly to elect its own chairman and secre-
tary, to conduct its meetings as frequently and as long as neces-
sary, and to report not later than February 1, 1967 to the legislative
delegation from Washington County and to the Board of County Com-
missioners of Washington County; and be it further
Resolved, That the Commission is requested in its work to review
the present workings of the trial magistrates' and committing mag-
istrates' system, to compile statistics on the caseload and work-load
of the magistrates, including time spent in their duties and the
amount of administrative detail, and the relationship of their civil
jurisdiction with criminal cases; and be it further
Resolved, That the commission also is requested to review possibili-
ties for creating a people's court type of judicial operation for
Washington County, including consideration of the number, quali-
fications and salaries of judges, the length of term, the need for
evening sessions, the geographical spread of the courts, and the
physical rooms and facilities for their work; and be it further
Resolved, That the commission then is requested to report its
recommendations and proposals to the members of the legislative
delegation and the County Commissioners of Washington County.

(Senate Joint Resolution 42)
Senate Joint Resolution supporting the recommendations of the
Recreation Advisory Council that a national program of scenic roads
and parkways be developed and endorsing the proposals of the
Maryland State Roads Commission submitted to the Council for
this purpose, in particular, the Commission's proposal for the
construction of a scenic highway route in Southern Maryland to
provide better access to the historic and recreational attractions
of that region and for a lower Potomac River Connection linking
this highway with the proposed George Washington Country
Parkway in Virginia.
