CHAPTER 712
(House Bill 732)

AN ACT to add new Section 193 to the Code of Public Local Laws
of Howard County (1965 Edition, being Article 14 of the Code
of Public Local Laws of Maryland, title "Howard County," sub-
title "Metropolitan Commission," to follow immediately after Sec-
tion 192 thereof, to provide that the Metropolitan Commission
and Plumbing Department shall jointly establish certain rules and
regulations concerning the sewage system in Howard County, and
providing the method for adoption and enforcement of such rules
and regulations.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 193 be and it is hereby added to the Code of Public
Local Laws of Howard County (1965 Edition, being Article 14 of
the Code of Public Local Laws of Maryland), title "Howard County,"
subtitle "Metropolitan Commission," to follow immediately after
Section 192 thereof, and to read as follows:

193.

The Commission, along with Howard County Plumbing Depart-
ment, shall establish a set of rules and regulations which shall govern
what materials shall be permitted to flow into and through the
public sewer systems and also establish which pipes leading from
residential, farming and commercial properties shall be allowed to
be connected to and into said sewer lines in Howard County. In-
spection and enforcement of these rules and regulations at on-site
inspections shall be the responsibility of the plumbing Department
and the off-site inspections shall be the responsibility of the Com-
mission. Both the Commission and the Department shall work as
a common policing agency to protect the general welfare, health,
and safety of the residents of Howard County.

The rules and regulations shall be compiled within three months
of the adoption of this section and there shall be a public hearing,
notice of which shall be announced in at least two local papers at
least three weeks prior to the date of the hearing, and after such
hearing the code shall be adopted jointly by the Commission and
the Plumbing Department.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

Article 43 of the Annotated Code of Maryland (1965 Replacement
Volume and 1965 Supplement), title "Health," subtitle "State
