sess the qualifications provided by Section 98B(c) of this article,
and shall sit in the stead and place of the ill, absent, or otherwise
incapacitated judge for the duration of such illness, absence, or in-
capacity, and shall while so sitting have the same power and au-
thority, be subject to the same duties and responsibilities, and be
paid the pro-rata salary of such judge. The salary of the judge
causing a substitution shall not be diminished on account of com-
pensation paid to such substitute.
NO SUBSTITUTE JUDGES AP-
POINTED HEREUNDER SHALL BE REQUIRED TO ABANDON
THE PRIVATE PRACTICE OF LAW.

Except where inconsistent with any provisions of this article, the
word "trial magistrate of Harford County" appearing in this Code
and the public general and public local laws of this State shall be
deemed to mean "judges of the People's Court of Harford County."

Sec. 2. And be it further enacted, That this Act shall take effect
May 1, 1967.

(House Bill 1154)

AN ACT to add new Section 205B 79A to Article 89B of the An-
notated Code of Maryland (1964 Replacement Volume), title "State
Roads," subtitle "Bonds, Notes or Other Evidences of Indebted

ness," subheading "State Highway Construction Bonds, Second

Issue," "DUTIES AND POWERS," to follow immediately after
Section 205A 79 thereof, to provide that the State Roads Commis-
sion shall include in its specifications for Interstate Route 70
located in Frederick County utility sleeves at points to be deter-
mined by the Commission and the governing body of Frederick
County, the costs of such sleeves to be borne by Frederick County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 205B 79A be and it is hereby added to Article 89B
of the Annotated Code of Maryland (1964 Replacement Volume),
title "State Roads," subtitle "Bonds, Notes or Other Evidences of
Indebtedness," subheading "State Highway Construction Bonds,
Second Issue,"
"DUTIES AND POWERS," to follow immediately
after Section 205A 79 thereof, and to read as follows:

205B. 79A

(a) It shall be provided that the State Roads Commission shall
include, in the specifications for that section of Interstate Route 70
located in Frederick County, provisions for utility sleeves to be
placed at certain intervals and locations as designated by the govern-
ing body of Frederick County and the Commission. These sleeves
shall be sufficient to accommodate planned future water, and trans-
