J. MILLARD TAWES, Governor                     1259

(1)    He is at least thirty (30) years of age, and

(2)    A member of the bar of the State of Maryland and an active
practitioner in Maryland for at least five (5) years, and

(3)    A resident of Harford County continuously for at least five
(5) years
THREE (3) YEARS.

(d) Whenever a vacancy shall occur on said court from any
cause, the Governor shall appoint a qualified person, by and with

the consent of the Senate, from a list of not more than three

qualified persons for each such vacancy submitted by the Harford
County Bar Association,
who shall hold office as judge for the
balance of the unexpired term to which he has been appointed or
until his successor shall be appointed and qualifies.

(e)    The full-time judges CHIEF JUDGE of the People's Court
of Harford County shall not engage in the private practice of law
during
their terms HIS TERM of office.

(f)    The full-time judges of the People's Court of Harford County
may be removed from office by a two-thirds majority vote of the
full membership of the County Commissioners of Harford County
after a finding by the judges of the Circuit Court in and for Har-
ford County of incompetency, or of physical or mental infirmity,
or of wilful neglect of duty, or of misbehavior in office, or of con-
viction, while in office, of any crime involving moral turpitude.
Charges under this subsection shall be preferred by the State's
Attorney for Harford County, and the accused shall be notified of the
charges against him and shall have the opportunity of making his
defense.

108.

(12) (a) There shall be two full-time judges of the People's

Court of Harford County, each of whom shall receive a salary of

$16,000 per year.

THE FULL-TIME CHIEF JUDGE OF THE PEOPLE'S COURT
OF HARFORD COUNTY SHALL RECEIVE A SALARY OF $16,-
000 PER YEAR, AND THE PART-TIME ASSOCIATE JUDGE
SHALL RECEIVE A SALARY OF $10,000 PER YEAR.

(b) The judges of the People's Court of Harford County shall
sit at Bel Air for the trial of all types of cases and the work of the
court generally, and shall in addition, thereto make a circuit for
the trial of criminal and traffic cases, sitting at a suitable location
in each of the 1st, 2nd, 4th, and 6th election districts of Harford
County
SUITABLE LOCATIONS IN HARFORD COUNTY ESTAB-
LISHED BY RULE OF COURT as often and for such periods of time
as the work of the court may require.

119.

(o) A substitute judge of the People's Court of Harford County
shall be appointed by the judges of the Circuit Court in and for
Harford County, upon determination by said Circuit Court of the
temporary illness, absence, or other incapacity of a judge of the
People's Court of Harford County. Such substitute judge shall pos-
