(b) The construction of these sleeves will be made by the State
Roads Commission or their designated employees or contractors with
the cost thereof to be paid by Frederick County.
(c) The governing body of Frederick County and the State
Roads Commission shall cooperate in an exchange of plans to im-
plement the provisions of this section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1966.

AN ACT to add new Section 282 (a-1) to Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Public Edu-
cation," subtitle "Chapter 27. Free Scholarships," to follow imme-
diately after Section 282 (a) thereof, amending the laws concerning
certain State scholarships awarded by State Senators in order to
provide for contingencies whereby a county is not represented by
a single State Senator for that county alone or is in a Senatorial
District having two or more Senators PROVIDE FOR THE
MANNER OF AWARD OF SUCH SCHOLARSHIPS IN SENA-
TORIAL DISTRICTS AND TO MAKE SPECIAL PROVISION
FOR SUCH AWARD FOR GARRETT COUNTY.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 282 (a-1) be and it is hereby added to Article 77
of the Annotated Code of Maryland (1965 Replacement Volume), title
"Public Education," subtitle "Chapter 27. Free Scholarships," to
follow immediately after Section 282 (a) thereof, and to read as
follows:
282.
(a 1) This subsection applies to any instance in which a county is
not represented by a single State Senator for that county alone and
is in a Senatorial District having two or more Senators. In that event,
a reference in this section or elsewhere in this subtitle to the "State
Senator" or "Senator," when it concerns the procedure for awarding
scholarships, shall be construed and applied as a reference to the two
or more Senators in the particular Senatorial District; and that all
scholarships for counties in that Senatorial District shall be awarded
by the two or more Senators, or a majority of them. If, in any in-
stance, a majority cannot agree as to the recipient of a scholarship,
it shall be awarded in such a manner or by such persons or agency
as agreed upon by a majority of the Senators in the Senatorial Dis-
trict.
