the circuit for traffic and criminal cases, as hereinafter provided. The
dockets of the People's Court shall be kept current and shall be public
records.
114.
The dockets of said magistrates, which they shall have with them
at all of their sessions, shall conform as nearly as practicable to
those used for civil and criminal cases in the circuit courts of the
State, except that in cases under the motor vehicles law they shall
use dockets and report forms furnished them by the Commissioner
of Motor Vehicles. In the People's Court of Harford County at
Bel Air, the clerk may maintain a joint docket, and the cases thereon
may be heard by any [magistrate] judge of the People's Court,
provided that the docket entries indicate the [magistrate] judge
who heard the case and the action taken by such [magistrate]
judge.
119.
(a) In addition to the justices of the peace and justices of the
peace at large hereinbefore specified, the Governor, by and with the
advice and consent of the Senate, shall appoint one justice of the
peace at large for each county of the State, except Anne Arundel,
Harford, Montgomery, Prince George's, Kent and Washington
counties, who shall be designated "substitute trial magistrate."
Such magistrate shall post the bond required of trial magistrates
and shall receive a salary of $100.00 per year, except there shall be
five substitute magistrates appointed for Baltimore County, each of
whom shall receive $2,000.00 per year in addition to the compensation
received when actually sitting as a substitute as hereinafter pro-
vided, and except the substitute magistrate appointed for Somerset
County, who shall receive one thousand dollars ($1,000.00) per year
in addition to the compensation received when actually sitting as a
substitute, as hereinafter provided and except the substitute magis-
trate appointed for Cecil County, who shall receive $300.00 per year
in addition to the compensation received when actually sitting as a
substitute, as hereinafter provided.
98B.
(a) As of May 1, 1967, the Governor of Maryland shall appoint,
by and with the advice and consent of the Senate, from a list sub-
mitted by the Harford County Bar Association of not more than six
names of persons possessing the qualifications provided in this sec-
tion, two judges of the People's Court of Harford County, for a
term of twelve years, or until their successors are appointed and
qualified. The Governor, by and with the advise and consent of the
Senate shall designate one such judge as chief judge and adminis-
trative officer for the said court, the committing magistrates and
other personnel AND THE COMMITTING MAGISTRATES.
(b) Judges of the People's Court of Harford County are eligible
for reappointment.
(c) No person shall be qualified to hold the office of judge of the
People's Court of Harford County unless he possesses the follow-
ing qualifications:
