TUTING NOT LESS THAN SEVENTY-FIVE PER CENT OF THE
TOTAL PERSONNEL ENGAGED IN THE DIRECT LABOR
HOURS IN THE MANUFACTURE AND ASSEMBLY OF THE
PRODUCT. NOTHING IN THIS SUBTITLE AUTHORIZES THE
IDENTIFICATION OF GOODS OR ARTICLES AS MADE BY
BLIND PERSONS IF THE DIRECT LABOR PERFORMED BY
BLIND PERSONS IN CONNECTION THEREWITH CONSISTS
SOLELY OF THE PACKAGING OR PACKING THEREOF AS
DISTINGUISHED FROM THE MANUFACTURE AND ASSEM-
BLY OF GOODS OR ARTICLES. DIRECT LABOR HOURS SHALL
INCLUDE ALL HOURS IN THE MANUFACTURE AND AS-
SEMBLY OF A PRODUCT MADE BY BLIND PERSONS BUT
NOT INCLUDING TIME SPENT IN THE ADMINISTRATION,
SUPERVISION, SHIPPING AND INSPECTION OF SUCH PROD-
UCTS.
(E) NO MERCHANDISE OR PRODUCTS MADE BY THE
BLIND AS DEFINED HEREIN SHALL BE SOLD WITHOUT
SOME MARK PLACED THEREON SO IDENTIFYING THEM
AND IDENTIFYING THE PARTICULAR ORGANIZATION MAK-
ING THE MERCHANDISE OR PRODUCTS, EXCEPT THAT
THIS SECTION SHALL NOT APPLY TO PRODUCTS MADE
AND SOLD BY SELF-EMPLOYED BLIND INDIVIDUALS RE-
SIDING IN THIS STATE.
(E-l) EVERY PERSON, ASSOCIATION OR CORPORATION
ENGAGED IN THE BUSINESS OF TELEPHONE SOLICI-
TATION OR DOOR-TO-DOOR SELLING OF PRODUCTS MADE
BY THE BLIND IN THE STATE SHALL REGISTER WITH THE
MARYLAND WORKSHOP FOR THE BLIND AND OBTAIN A
PERMIT FOR EACH PERSON SELLING OR SOLICITING THE
SALE OF PRODUCTS MADE BY THE BLIND. EACH PERMIT
SHALL BE VALID FOR A PERIOD OF SIX MONTHS ONLY
ONE YEAR, UNLESS EARLIER REVOKED FOR GOOD CAUSE
SHOWN. A FEE OF FIFTY CENTS (50¢) SHALL BE CHARGED
FOR EACH PERMIT AND FOR ANY RENEWAL OF A PERMIT
FOR THOSE PERSONS, ASSOCIATIONS, OR CORPORATIONS
RESIDING OR HAVING THEIR MAIN OFFICES IN THIS
STATE. THE FEE SHALL BE FIVE DOLLARS ($5.00) FOR
EVERY PERMIT OR RENEWAL FOR EVERY PERSON, ASSO-
CIATION, OR CORPORATION NOT RESIDING OR HAVING ITS
MAIN OFFICE IN THIS STATE. IT IS UNLAWFUL TO SELL
IN THE STATE ANY PRODUCTS MADE BY THE BLIND UN-
LESS THE SELLER HOLDS A VALID PERMIT ISSUED UNDER
THIS SUBSECTION. THE WORKSHOP SHALL INVESTIGATE
EACH APPLICATION UNDER RULES AND REGULATIONS IT
ADOPTS FOR THE ADMINISTRATION OF THIS SUBTITLE,
TO ASSURE THAT THE PERSON OR ORGANIZATION IS AC-
TUALLY ENGAGED IN THE MANUFACTURE OR DISTRIBU-
TION OF GOODS OR ARTICLES MADE BY BLIND PERSONS.
THE WORKSHOP MAY REGISTER, WITHOUT INVESTIGA-
TION, NONRESIDENT PERSONS AND OUT OF STATE ASSO-
CIATIONS OR CORPORATIONS, UPON PROOF THAT THEY
ARE RECOGNIZED AND APPROVED BY THE STATE OF
THEIR RESIDENCE OR ORGANIZATION PURSUANT TO A
LAW OF THAT STATE IMPOSING REQUIREMENTS SUBSTAN-
TIALLY SIMILAR TO THOSE PRESCRIBED UNDER THIS SUB-
