soliciting sales of products made by the blind, to fix the duration
and fee charged for permits and to provide penalties for violations.

AN ACT TO REPEAL AND RE-ENACT, WITH AMENDMENTS,
SECTIONS 30A(C) AND 30A(E) OF ARTICLE 30 OF THE
ANNOTATED CODE OF MARYLAND (1965 SUPPLEMENT),
TITLE "DEAF, MUTE OR BLIND," SUBTITLE "PRODUCTS
MADE BY THE BLIND"; AND TO ADD A NEW SECTION
30A(E-l) TO SAID SECTION TO FOLLOW IMMEDIATELY
AFTER SECTION 30A(E) THEREOF, GENERALLY AMEND-
ING THE LAW CONCERNING UNLAWFUL SALE OF MER-
CHANDISE OR PRODUCTS MADE BY THE BLIND, CHANG-
ING CERTAIN PROVISIONS THEREIN CONCERNING
DEFINITIONS AND IDENTIFYING MARKS, REQUIRING
CERTAIN PERSONS SELLING PRODUCTS MADE BY THE
BLIND TO REGISTER WITH THE MARYLAND WORKSHOP
FOR THE BLIND AND TO OBTAIN PERMITS FOR SOLICITA-
TION OF SALES, AND RELATING GENERALLY TO THE
SALE OR OFFER FOR SALE OF CERTAIN MERCHANDISE
OR PRODUCTS MADE OR REPRESENTED AS HAVING BEEN
MADE BY BLIND PERSONS.

Section 1. Be it enacted by the General Assembly of Maryland,

That new Section 30A (e-1) be and it is hereby added to Article 30
of the Annotated Code of Maryland (1965 Supplement), title "Deaf,

Mute or Blind," subtitle "Products Made By The Blind," to follow
immediately after Section 30A (e) thereof, and to read as follows:

THAT SECTIONS 30A(C) AND 30A(E) OF ARTICLE 30 OF THE
ANNOTATED CODE OF MARYLAND (1965 SUPPLEMENT),
TITLE "DEAF, MUTE OR BLIND," SUBTITLE "PRODUCTS
MADE BY THE BLIND," BE AND THEY ARE HEREBY RE-
PEALED AND RE-ENACTED, WITH AMENDMENTS; AND
THAT NEW SECTION 30A(E-l) BE AND IT IS HEREBY ADDED
TO SAID SECTION TO FOLLOW IMMEDIATELY AFTER SEC-
TION 30A(E) THEREOF, ALL TO READ AS FOLLOWS:

30A.

(e-1) Every person, association or corporation engaged in the

business of selling products made by the blind in the State shall

register with the Maryland Workshop for the Blind and obtain a

permit for each person selling or soliciting the sale of products

made by the blind. Each permit shall be valid for a period of six

months only. A fee of five dollars ($5.00) shall be charged for

each permit and for any renewal of a permit. It is unlawful to sell

in the State any products made by the blind unless the seller holds

a valid permit issued under this subsection. Violation of this sub-

section is punishable upon conviction by fine not to exceed one hun-

dred dollars ($100.00) or imprisonment not to exceed thirty days,

or both.

(C) A PRODUCT MADE BY THE BLIND IS ONE WHICH
IN ITS MANUFACTURE AND ASSEMBLY HAS INVOLVED
THE USE OF BLIND WORKERS TO AN EXTENT CONSTI-
