AN ACT to repeal and re-enact, with amendments, Section 49 of
Article 96½ of the Annotated Code of Maryland (1964 Replace-
ment Volume), title "Veterans," subtitle "War Orphans," placing
the program for State aid for tuition for certain war orphans
under the administrative control of the State Scholarship Board
rather than the State Board of Education.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 49 of Article 96½ of the Annotated Code of Maryland
(1964 Replacement Volume), title "Veterans," subtitle "War Or-
phans," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
49.
(a) Any child between the ages of sixteen and twenty-three, or
between the ages of sixteen and twenty-seven if the said child has
served in the military service of the United States, inclusive, of any
person who served in the armed forces of the United States and
who was killed in action or who died as a result of such service after
December 7, 1941, if such person was a resident of this State at the
time of his induction shall receive, upon application therefor to the
[State Board of Education] State Scholarship Board, State aid for
tuition, matriculation fees, board, room rent, books and supplies for
such child attending any of the following-named institutions ap-
proved by said Board: An educational or training institution of
college grade or any other institution of higher learning or com-
mercial training, a teachers college, a vocational school or any ac-
credited military preparatory school if such beneficiary is preparing
to enter the United States Military Academy at West Point, the
United States Naval Academy at Annapolis or a United States Coast
Guard Academy. Such grant may be used for the matriculation
fees of any such beneficiary at any of said United States govern-
ment academies.
(b) The amount of such aid shall not exceed five hundred dollars
per year for each beneficiary and shall be paid to such institution on
vouchers approved by the [State Board of Education] State Scholar-
ship Board; provided the State shall pay for the board and room
of any such beneficiary residing outside of any such institution on
vouchers approved by the institution.
(c) The [State Board of Education] State Scholarship Board
may adopt and promulgate such rules and regulations as may be
reasonable and necessary for the administration of this section.
Sec. 2. And be it further enacted, That as of July 1, 1966, all
funds and credits on the books or in the custody of the State Board
of Education for the purposes of said State aid for tuition shall be
transferred to, and be on the books and in the custody of, the State
Scholarship Board to be used for the same purpose. At the same
time, all pending applications for such State aid for tuition and all
the books, papers and accounts for this program of educational aid,
which are in the care, custody and control of the State Board of
