CHAPTER 655
(House Bill 624)

AN ACT to repeal and re-enact, with amendments, Sections 304(a)
and 304(b) of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume), title "Public Education," subtitle
"Chapter 31. Community Colleges," amending the laws concern-
ing the financing of community colleges in order to take account
of the use of an academic term rather than a school year, AND
REVISING THE SCHEDULE FOR PAYMENT OF THE
STATE'S SHARE OF THESE EXPENSES.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 304 (a) and 304 (b) of Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Public Edu-
cation," subtitle "Chapter 31. Community Colleges," be and they
are hereby repealed and re-enacted, with amendments, to read as
follows:

304.

(a)    Each community college or regional community college op-
erating under the provisions of this subtitle shall be financed on the
general basis of receiving one third of its current expenses from the
State, one third from the county or counties (or Baltimore City)
for which it is established, and one third from fees and charges
required from students at the community college. In this computa-
tion, "current expenses" shall be the product of the per-student
operating cost for the preceding school year or academic term multi-
plied by the number of full-time equivalent students enrolled in the
current school year or academic term.

(b)    Beginning for the State's fiscal year which commences on
July 1, 1966, the Governor shall place in the State budget an item
to pay the State's one-third share to each of the community col-
leges operating under this subtitle. It shall not exceed the sum of
three hundred dollars ($300.00) TEN DOLLARS ($10.00) PER
WEEK PER TERM for each full-time student at any community col-
lege or a lesser sum in ratio if the computation is based upon academic
terms , NOT TO EXCEED A MAXIMUM OF ONE HUNDRED
FIFTY DOLLARS ($150.00) FOR ANY STUDENT FOR ONE
FULL TERM. The State Superintendent of Schools shall certify to
the State Comptroller on or before the last day of both September and
March in each year one half of the annual amount (whether computed
on the basis of a school year or of an academic term)
which is due the
local board of trustees of each community college and thereupon the
Comptroller within five days shall draw his warrant on the Treasurer
of the State of Maryland for the respective amounts due the said local
boards of trustees; and the Treasurer of the State of Maryland
upon receiving such warrants shall immediately pay the amounts due
to the respective local boards of trustees.

Sec. 2. And be it further enacted. That this Act shall take effect
June JULY 1, 1966.
