(2)    A plumber, electrician, architect or any other such person
who is required by State or local law to attain standards of com-
petency or experience as a prerequisite to engaging in such craft or
profession, and who is acting exclusively within the scope of the
craft or profession for which he is currently licensed pursuant to
such other law [; and]. The installation of central heating or air-
conditioning systems by such a person shall be deemed within the
scope of such person's craft or profession. No salesman's license
shall be required of
the salesman in regard to such a transaction.

(3)    Any home improvement, where the aggregate contract price
for all labor, materials and other items is less than $300.00. This
exemption does not apply where the work is only part of a larger
or major operation, whether undertaken by the same or a different
contractor, or in which a division of the operation is made in con-
tracts of amounts less than $300.00 for the purpose of evasion of this
provision or otherwise.

(4)    Any retail clerk, clerical or other employee of a licensed con-
tractor, as to a transaction on the premises of the contractor; and
any solicitor for a contractor who makes contact with an owner by
telephone only.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 648
(House Bill 598)

AN ACT to add new Section 45A to Article 89 of the Annotated Code
of Maryland (1964 Replacement Volume), title "Department of
Labor and Industry," subtitle "Occupational Safety," to follow
immediately after Section 45 thereof, to give the Commissioner
of Labor and Industry authority to deputize qualified county and/
or municipal employees to act as his agents in the inspection of
excavation work being performed within their respective
jurisdictions.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 45A be and it is hereby added to Article 89 of the
Annotated Code of Maryland (1964 Replacement Volume), title
"Department of Labor and Industry," subtitle "Occupational Safety,"
to follow immediately after Section 45 thereof, and to read as follows:

45A.

The Commissioner of Labor and Industry is further empowered
and authorized to deputize any county and/or municipal employee
who is approved by the chief of his department and who is properly
qualified through a training course conducted by the Department
of Labor and Industry and who has successfully passed an examina-
tion upon the same, to act as the commissioner's agent in the inspec-
tion of excavation work being performed within the county or
