dollars of the total construction cost of the project for which the
permit is secured. The County Commissioners of Charles County also
are authorized to adopt and to amend from time to time a plumbing
code providing for the safe and proper construction of all pipes and
other plumbing fixtures and equipment in buildings and structures
located in Charles County. The building and plumbing codes in
Charles County shall provide that no permit for any type of con-
struction or improvement work under either of these codes shall be
issued until the county health department has given a prior approval
of the plans for the construction or improvement work certifying
that in its judgment the plans provide for work to be done with
safety to the public health of the people of Charles County.]

Provided, however, that all farm buildings, and all other outbuild-
iners with an assessed value of less than $1000.00, WITH A COST
LESS THAN $2,500.00, shall be exempted from the provisions and
regulations of said codes.

10E.

(a) (1) Not later than January 1, 1967, JUNE 1. 1966, the County
Commissioners of Charles County shall adopt a building code for the
county which shall specify standards for the construction, mainte-
nance and repair of all buildings and structures located in the
County. The building code shall substantially conform to the basic
building code adopted by the Building Officials Conference of
America. The County Commissioners may from time to time amend
the code, but only after a public hearing on the proposed changes.

(2) The County Commissioners are authorized to impose a fee for
any permit issued under the building code.

one dollar ($1.00) per one thousand dollars ($1,000) or fraction

thereof of the total construction cost of the project for which the

permit is obtained;

(3) The Board of Public Safety CHARLES COUNTY PLAN-
NING AND ZONING COMMISSION shall appoint a building inspec-
tor for the county and such assistant inspectors as may be required
at the salaries fixed in the annual county budget. The inspectors shall
enforce the building code and in addition shall enforce the rules and
regulations adopted by the county planning and zoning commis-

sion, under the general supervision of the Board of Public Safety.

COMMISSION.

(b)  The County Commissioners are authorized to adopt and to
amend from time to time a plumbing code for the County, providing
for the safe and proper placement of all pipes and other plumbing
fixtures and equipment in buildings and structures in the County.

(c)  The County Commissioners are authorized to provide penal-
ties for violations of the building or plumbing codes.

(d) The building or plumbing codes of the County shall provide

that no permit for any type of construction or improvement work

under either code shall be issued until the county health department

has given its prior approval of the plans for the construction or

improvement work certifying that in its judgment the plans provide
that the work will not adversely affect the safety of the public in the

County.
