(c) (D) All farm buildings and any outbuildings with an assessed
value of less than One Thousand Dollars ($1,000) , AND ALL
OTHER OUTBUILDINGS WITH A COST LESS THAN $2,500.00
shall not be subject to the provisions of any building or plumbing
code adopted under this section.
Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(Senate Bill 284)
AN ACT to repeal and re-enact, with amendments Sections 38-1 to
38-9, inclusive, of the Code of Public Local Laws of Prince George's
County (1963 Edition), such Sections having been enacted by-
Chapter 25 of the Laws of Maryland of 1962 (March 9, 1962
Special Session), such Sections being a part of Article 17 of the
Code of Public Local Laws of Maryland, title "Prince George's
County", subtitle "George Washington Memorial Parkway", and
the authority to issue bonds under such Sections having been
cancelled by Chapter 803 of the Laws of Maryland of 1965 to the
extent not theretofore exercised; to divide Section 38-2 into sub-
sections 38-2 (a) and 38-2 (b); to divide Section 38-3 into sub-
sections 38-3 (a) and 38-3 (b); granting to the County Commis-
sioners for Prince George's County the power and authority to
enter into agreements with the United States, acting through the
National Capital Planning Commission, for financing the acquisi-
tion of lands to be used for a portion of the George Washington
Memorial Parkway, including park areas, said agreements includ-
ing the power to levy ad valorem taxes to provide funds necessary
to satisfy all obligations which may be incurred in such financing
including the additional amount of Two Million Nine Hundred
Thousand Dollars ($2,900,000.00) hereby authorized to be in-
curred; and authorizing and empowering the said County Com-
missioners for Prince George's County from time to time to borrow
not exceeding Two Million Nine Hundred Thousand Dollars
($2,900,000.00) in addition to any amounts previously authorized
for the purpose of providing funds to satisfy obligations under the
above agreements in acquiring the land necessary for that portion
of the George Washington Memorial Parkway in Prince George's
County, including park areas; to effect such borrowing by the
issuance and sale to the highest bidder or bidders at public sale
of its general obligation, serial maturity coupon bonds in like par
amount; empowering the County to fix and determine, by reso-
lution, the form, tenor, interest rate (or method of arriving at
the same), terms, including redemption and registration provisions,
conditions, maturities, and all other details incident or necessary
to the issuance, public sale and delivery of said bonds; prescribing
the method and manner of selling said bonds at public sale; em-
