CHAPTER 647

AN ACT to repeal and re-enact, with amendments, Section 251A
of Article 77 of the Annotated Code of Maryland (1964 Supple-
ment), title "Public Education", sub-title "Chapter 26. University
of Maryland", to authorize the University of Maryland to establish
a branch of the university within Baltimore City.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 251A of Article 77 of the Annotated Code of Maryland
(1964 Supplement), title "Public Education", sub-title "Chapter 26.
University of Maryland", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
251A. The University of Maryland is authorized and empowered
to construct, maintain, equip, repair and operate branches of the
University within the geographical confines of Baltimore County,
Baltimore City, the central Eastern Shore area, the central western
Maryland area and the southern Maryland area of this State; pro-
vided, however, that as to any such branch, the University shall,
with regard to its nonacademic personnel, employed and working
therein, be subject to the provisions of Article 64A of the Annotated
Code of Maryland (1957 Edition), title "Merit System"; and pro-
vided further that all purchases made by such facilities shall be
subject to the authority of the Central Purchasing Bureau, in ac-
cordance with the provisions of Sections 28-33, inclusive, of Article
15A of the Annotated Code of Maryland (1957 Edition).
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 648

AN ACT to add new Section 59A to Article 41 of the Annotated
Code of Maryland (1957 Edition), title "Governor—Executive and
Administrative Departments", sub-title "The Executive Depart-
ment", sub-heading "Governor", to follow immediately after Sec-
tion 59 thereof, to authorize the Governor to offer a reward for in-
formation leading to the arrest and conviction of the person caus-
ing the death of a law enforcement officer while in the performance
of his duties, to make the Governor's determination of the person
or persons entitled to the reward conclusive and to provide for
payment of reward sums.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 59A be and it is hereby added to Article 41 of the
Annotated Code of Maryland (1957 Edition), title "Governor—Ex-
ecutive and Administrative Departments", sub-title "The Executive
