the concurrence of the Department of Maryland State Police, to
adopt reasonable 'penalties for the violation of such rules and regu-
lations. The minimum penalty for each such violation shall be a fine
of Ten ($10.00) Dollars and the maximum penalty for each such
violation shall be One Hundred ($100.00) Dollars.

(2).

Before such rules and regulations shall become effective they shall
be advertised once a week for two weeks in two newspapers of gen-
eral circulation in the State and the advertisement shall, in addition
to setting forth the rules and regulations, set a time and place of a
public hearing thereon. After the hearing before the Commission,
or its duly designated representatives, the Commission shall then
adopt such rules and regulations or modifications thereto as it deems
appropriate. The Commission, with the concurrence with the State
Police, is further authorized from time to time to change, modify or
amend such regulations but only after due notice and a hearing
thereon is held as above prescribed.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.

CHAPTER 646
(Senate Bill 279)

AN ACT to repeal and re-enact, with amendments, Section 711 (c)
of Article 66C of the Annotated Code of Maryland (1957 Edition),
title "Natural Resources", sub-title "Oysters and Clams", amending
the oyster laws of this State in order to decrease the inspection
tax on merchantable oysters shipped in the shell to any place
outside the State of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 711 (c) of Article 66C of the Annotated Code of Mary-
land (1957 Edition), title "Natural Resources", sub-title "Oysters
and Clams", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

711.

(c) A separate permit shall be obtained for shipping each cargo,
truck load, or other consignment of oysters in the shell out of this
State; and an inspection tax of [four] two cents [(4¢)] per bushel
is hereby levied upon all merchantable oysters snipped in the shell
to any place outside the State of Maryland; and each cargo, truck
load or other consignment of such oysters shall be inspected by the
Department of Tidewater Fisheries and said tax shall be due and
payable to said Department by the person shipping or carrying such
oysters out of the State of Maryland.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1965.
