Code, title "Clerks of Court", sub-title "General Duties of Clerks";
to repeal Sections 29 and 30 of Article 52 of said Code, title "Justices
of the Peace", sub-title "Docket"; to repeal and re-enact, with
amendments, Section 31 of said Article; and to repeal and re-enact,
with amendments, Section 114 of said Article, sub-title "Trial
Magistrates System"; providing variously for the destruction of
certain records now required to be permanently maintained, and
relating generally to the authority and conditions under which
such records may be destroyed.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 147 of Article 2B of the Annotated Code of Maryland
(1957 Edition, 1964 Replacement Volume), title "Alcoholic Bever-
ages", sub-title "Records and Reports", be and it is hereby repealed
and re-enacted, with amendments; that Section 6 of Article 17 of
said Code, title "Clerks of Court", sub-title "General Duties of
Clerks", be and it is hereby repealed; that Sections 29 and 30 of
Article 52 of said Code, title "Justices of the Peace", sub-title
"Docket", be and they are hereby repealed; that Section 31 of said
Article be and it is hereby repealed and re-enacted, with amendments;
and that Section 114 of said Article, sub-title "Trial Magistrates
System", be and it is hereby repealed and re-enacted, with amend-
ments; and all to read as follows:

ARTICLE 2B
147.

(a)  The Comptroller, the clerks of the several courts and the
boards of license commissioners and the State Appeal Board shall
severally keep an accurate record of every license issued or approved
by them, respectively, under the provisions of this article, and shall
also keep an accurate record of all revocations, suspensions and
cancellations of licenses and of all restrictions imposed upon any
license, with a brief notation as to the cause for such action, and
the said clerk, boards and Appeal Board shall in each case, forthwith
report the same to the Comptroller. Such records shall be open to
inspection at the respective offices of the Comptroller, the clerks,
the board of license commissioners and the State Appeal Board
[at all times] during regular business hours, by any person.

(b)   The records of licenses which are required to be maintained
by sub-section (a) of this section, and any indices or dockets created
pursuant thereto, shall be retained for a period of three (8) years
following the date of the last record entry therein and until all
audit requirements have been complied with, and thereafter may be
destroyed after compliance with the provisions of Sections 177, 178
and 180 of Article 41 of this Code, title "Governor
Executive and
Administrative Departments".

ARTICLE 17
6.

[It shall be the duty of the courts of Baltimore City and the
counties, where bills of sale are recorded, to provide a well-bound and
suitable book, to be styled "Conditional Contracts of Sales Docket",
in which all notes, sales or contracts for the sale of goods and
chattels, wherein the title thereto, or a lien thereon, is reserved
