for the registration of the name and address of each of the said
notaries public.

1A.

(a)     The term of office of notaries public in office on the effective
date of this Section shall expire on the first Monday in May, 1965,
as expressed in the commissions of said notaries public.

(b)    There shall be a term of office for notaries public which
shall begin on the first Monday in May, 1965, and shall terminate
on June 30, 1965. All persons holding commissions and qualified
as notaries public on the effective date of this Section are hereby
appointed as notaries public during said term without other or
further act of the Governor or of any Senator; and no person
appointed by this subsection shall be required to pay any fee, take
an oath or otherwise qualify for office during the term provided
herein.

1B.

All notaries public heretofore or hereafter appointed and qualified
shall hold office for the terms provided in this Article and until
a successor is appointed and qualifies as provided herein. The
appointment and qualification of one notary public in any county
or the City of Baltimore shall on and after the effective date of
his commission or the date of his qualification, whichever is later,
be deemed to be the appointment and qualification of a successor
for all notaries public in such county or City whose terms have
expired.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstances is
held invalid, such invalidity shall not affect the other provisions
or any other application of this Act which can be given effect
without the invalid provision or application; and to this end, the
provisions of this Act are deemed to be severable.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
